For clarity, I've repeated each of your concerns followed by our response in blue. Just following up on the quarry construction site re-inspection that was proposed to occur on August 4 per the previous report. Has the re-inspection been conducted yet? • The inspection was performed on August 18, 2021. If it has may I get a copy of the report? If not, is there a reason for the delay? • Dates on the inspection reports for follow-up inspection are tentative "on or after" dates and are usually adjusted due to scheduling and other activity in the region. A copy of the inspection report is attached. Also, will a final State inspection be done before the quarry can begin blasting for mining operations? I ask because some members of the local community were contacted by the attorney for Alamance Aggregates to notify them that blasting will occur on the site next week. Is this permitted? I certainly hope all permit protocols with regard to the Colonial Pipeline will be followed. • There are no requirements in statue or rule that require an inspection before blasting. There are not permit specific conditions that require an inspection prior to blasting. However,the Department has included a condition in the permit that requires the permittee to provide the Department a copy of the blast report records for the first 10 blasts or 2 years of development, whichever comes first. There is also a condition in the permit that the operator shall, when requested by the Department or Colonial Pipeline Company, give 48-hour advance notice to the Colonial Pipeline Company, Division of Energy, Mineral, and Land Resources' Winston-Salem Regional Office prior to any blast during a period for which notice is requested. Per the State approved site plan, the quarry property is completely fenced in. As of today's date no fencing along the quarry boundaries has been installed so I'm wondering if fencing will have to be installed and completed before it could pass the final inspection? • We do not have a requirement on when the fence needs to be in. During the inspection,the mine contact stated the fence would be installed within the next few weeks. While it is preferable that the fence be installed in before production, if they are blasting their basins, or developing ramps, the line of production vs. development becomes blurred. I hope we've addressed your questions. Be advised I am on vacation through Thursday, but wanted to provide you a response as soon as possible.
