Rouse 6219 Hwy 55 West Kinston,NC 28504 RE: Rouse Pit Lenoir County Neuse River Basin Dear Mr. &Ms. Rouse: We have reviewed the application you submitted for the referenced mine site. In order for this office to complete its review of the referenced project in accordance with N.C.G.S. §74-50 and §74-51 of the Mining Act of 1971, please provide the additional or revised information in accordance with the following comments: 1. Please provide additional details on your Erosion and Sediment Control (E&SC) measures along the existing path haul road that crosses the stream. 2. Mining activities have been indicated in the floodplain. Please verify that you will correspond with the local jurisdictional floodplain manager and obtain any necessary permits before mining activities begin. 3. Please clarify sequence of mining operations to include location of the wash plant, stockpile location and any temporary dewatering basins needed before the excavation is large enough to be utilized to store process water. Phased mapping may be necessary to clearly demonstrate process. 4. Please clarify where water for the wash screen will be sourced from before the excavation is deep enough to reach ground water. 5. Please provide additional details on the E&SC measures around the wash plant and stockpile location that may be necessary before the excavation is large enough to move these activities into the pit. 6. The previously provided mine map was not sealed by a Professional Engineer or Land Surveyor and cannot be verified for accuracy. Please provide additional details as to how the affected area was calculated, how the affected area and permit boundary will be accurately marked, and the source data for the property lines. 7. Please clarify with specificity how you intend to mitigate the potential any violations of air quality standards or physical hazards to public health and safety due to dust or particulate matter generated by the operation. Please note, this office may request additional information, not included in this letter as the mining application review progresses. Be advised that our review cannot be completed until all of the items listed above have been fully addressed. If an extension of time is not granted, a decision will be made to grant or deny the mining permit based upon the information currently in the Department's files at the end of the 180-day period. Though the preceding statement cites the maximum time limit for your response,we encourage you to provide the additional information requested by this letter as soon as possible.
