This permit modification request is to expand mine excavation areas, install perimeter roads, haul roads, expand the overburden stockpile areas, and associated erosion& sediment control measures within the currently permitted area near existing Lassiter Road. These proposed features will impact Waters of the US and the corresponding 50' buffer. Vulcan has an application for approval to impact these water features with the United States Army Corps of Engineers. The application is currently under review. Design plans and narrative report are included. Vulcan intends to abandon a section of the existing Lassiter Road to be coordinated with appropriate regulatory agencies prior to commencing with the activities contained in this application. PROTECTION OF NATURAL RESOURCES 1. Describe in detail the sequence of events for the development and operation of the mine and reference the sequence to the mine map(s).Attach additional sheets as needed. A large portion of the site has been graded and developed into a quarry. Erosion control measures will be installed prior to the development of any areas that do not drain into the pit. Areas disturbed for the site development will be stabilized once the final grades are obtained. A perimeter road will be constructed as mining areas are expanded west of Lassiter Rd. Extension to the overburden stockpile east of Lassiter Rd is proposed. Erosion control measures will be applied to these areas. 2. Describe specific erosion control measures to be installed prior to land disturbing activities and during mining to prevent offsite sedimentation(include specific plans for sediment and erosion control for mine excavation(s), waste piles, access/mine roads,and process areas),and give a detailed sequence of installation and schedule for maintenance of the measures.Locate and label all sediment and erosion control measures on the mine map(s)and provide typical cross-sections/construction details of each measure. Engineering designs and calculations are required to justify the adequacy of any proposed measures. Existing sediment and erosion control measures were designed, approved, and installed per the existing permit. These measures include conveyance channels, sediment channels, and silt fence. See construction sequence plan in the Report below for the sequence of construction and maintenance. Additional measures such as in-line settling ponds, check dams, and silt fence may be added to aid in the reduction of storm water turbidity. Proposed measures include two additional sediment channels, silt fence, and diversion ditches. Discussion of these measures can be found in the report below. 3. A)Will the operation involve washing the material mined,recycling process water,or other wastewater handling? YES F ]NO If yes, briefly describe all such processes including any chemicals to be used. Wash water generated in the sizing-wash screen will continue to flow via pipe to the closed-loop,non-discharge settling pond. Settling is performed by gravity and the use of flocculants. The water will be recycled as wash water. Site stormwater also receive additional treatment. Runoff from the pit expansion areas is diverted into the pit sump or nearby sediment basins.The runoff from the other disturbed areas is collected in settling basins to provide additional settling. Water is discharged from the pit sump infrequently and in accordance with the existing NPDES Water Quality Permit NCG020107. Rockingham Quarry has received inspections from the Division of Water Quality and has fully cooperated with their requirements and recommendations. B)Will the operation involve discharging fresh or wastewater from the mine or plant as a point discharge to the waters of the State? YES —]NO If yes, briefly describe the nature of the discharge and locate all proposed discharge points(along with their method of stabilization)on the mine map(s). All water discharges from the site are covered by the existing NPDES permit. YES NO Estimated withdrawal rate in gallons per day: 432,000.00 If yes,what impact,if any,will mine dewatering have on neighboring wells?Locate all existing wells on the mine map(s)that lie within 500 feet of the proposed excavation area. Provide data to support any conclusions or statement made,including any monitoring well data,well construction data, and current water withdrawal rates. Indicate whether the proposed mine locale is served by a public water system or private wells. See attached. D)If you answered yes to any of the above questions, provide evidence that you have applied for or obtained the appropriate water quality permit(s)(i.e., non-discharge, NPDES,Stormwater,etc.)from the Stormwater Program. In addition,the applicant is required to register water use with the Division of Water Resources,Ground Water Management Branch,if the operation withdraws more than 10,000 gallons per day and needs a capacity use permit from the Division of Water Resources,Ground Water Management Branch,if the operation lies in a capacity use area and withdraws more than 100,000 gallons per day. We hold General Permit No. NCG020000, Certificate of Coverage NCG020107 that addresses and covers water management, including dewatering, process water, and stormwater discharges. We are not required to obtain a capacity use permit; however, we have registered our water use with the Division of Water Quality. 4. A)Will the operation involve crushing or any other air contaminant emissions? YES F ]NO If yes,indicate evidence that you have applied for or obtained an air quality permit issued by the Division of Air Quality or local governing body. We hold Air Permit 02612R19 issued by the NCDEQ Division of Air Quality. B)How will dust from stockpiles,haul roads,etc.,be controlled? Fugitive dust from stockpiles and haul roads will be controlled by the use of water truck. Water will also be applied at the appropriate areas throughout the crushing circuit by use of spray bars. A)A buffer will be required between any mining activity and any mining permit boundary or right-of-way. It may be an unexcavated buffer(no excavation, but roadways,berms,and erosion&sedimentation control measures may be installed within it),an undisturbed buffer(no disturbance within the buffer whatsoever),or a combination of the two, depending upon the site conditions. Note that all buffers must be located within the mining permit boundaries. How wide a buffer will be maintained between any mining activity and any mining permit boundary or right-of-way at this site?A minimum buffer of 25 feet is recommended,although a wider buffer may be needed depending on site conditions. Show all buffer locations and widths on the mine map(s). An unexcavated buffer zone of at least 25 feet wide will be provided between any mine excavation or overburden storage and adjacent property lines on the original permitted tract. A minimum buffer of 10 feet will be provided between the property lines and fill slopes. Slopes will be graded no steeper than a 2:1 ratio and stabilized after grading to protect adjoining permit boundaries. Erosion control measures may also be installed in this buffer to prevent sediment loss. B)A minimum 50 foot wide undisturbed buffer will be required between any land disturbing activities within the mining permit boundaries and any natural watercourses and wetlands unless smaller undisturbed buffers can be justified. Depending on site conditions,a buffer wider than 50 feet may be needed. How wide an undisturbed buffer will be maintained between any land disturbing activities within the mining permit boundaries and any natural watercourses and wetlands at this site?Show all buffer locations and widths on the mine map(s). A minimum buffer width of 50 feet will be maintained adjacent to streams and wetlands, except for areas where impacts are proposed, impacts have been previously permitted, and in locations for temporary crossings. 6. A)Describe methods to prevent landslide or slope instability adjacent to adjoining permit boundaries during mining. Minimum 2 horizontal to 1 vertical slopes or flatter for clayey material and minimum 3 horizontal to 1 vertical slopes or flatter for sandy material are generally required unless technical justification can be provided to allow steeper slopes. A 25 foot minimum buffer will be maintained between any new cut slopes and adjacent properties. The slopes will be constructed at a 2H:1V slope angle and seeded/munched immediately upon completion. B)Provide a cross-section on the mine map(s)for all fill slopes(berms, waste piles, overburden disposal areas,etc.), clearly indicating the intended side slope gradient,installation of any benches and/or slope drains(with supporting design information)if needed, and the method of final stabilization. Cross-sections for all cut slopes must be provided on the mine map(s). See the previously approved mine permit modifications for overburden storage area construction plans for the typical slope, bench, and slope drainage details. The typical pit wall detail and typical reclamation slope are shown on the reclamation plan. D)In hardrock excavations,specify proposed bench widths and heights in feet.Provide cross-sections of the mine excavation clearly noting the angles of the cut slopes, widths of all safety benches and mine benches, and the expected maximum depth of the excavation. Overburden slopes that exceed 45 feet in height will have a 15 foot bench incorporated with every 40 feet of elevation change. Final overburden slopes will be at a 2H:1 V slope angle unless noted otherwise on the plans. An eight to twelve degree back slope from vertical with a 30 foot wide bench at 80 vertical feet intervals will be provided in new expanded pit areas. 7. Describe other methods to be taken during mining to prevent physical hazard to any neighboring dwelling, house, public road,or public,commercial or industrial building from any mine excavation.Locate all such structures on the mine map if they are within 300 feet of any proposed excavation. The existing pit excavation is a minimum of 25 feet from adjacent properties. In addition, earthen berms have been constructed or evergreen trees planted to screen the quarry from adjacent structures or public roads. 8. Describe what kind of barricade will be used to prevent inadvertent public access along any high wall area and when it will be implemented.Vegetated earthen berms,appropriate fencing and adequate boulder barriers may be acceptable high wall barricades.A construction detail/cross-section and location of each type of barricade to be used must be indicated on the mine map(s). A combination of earthen berms, fencing, and boulder barriers now surround the pit high wall and property and will be maintained as a permanent barricade. These structures will continue to be used for the site development. In addition, a 20' horizontal safety bench will be constructed along the toe of the dirt slope and the top of the rock junction. 9. Are acid producing minerals or soils present? YES ❑X NO If yes, how will acid water pollution from the excavation,stockpiles,and waste areas be controlled? A)Describe specific plans(including a schedule of implementation)for screening the operation from public view such as maintaining or planting trees,bushes or other vegetation, building berms or other measures. Show the location of all visual screening on the mine map(s)and provide cross-sections through all proposed berms or proposed spacing, sizes and species for tree plantings. The mine site is screened by with a combination of existing vegetation and earthen berms along the perimeter of the site. B)Could the operation have a significantly adverse effect on the purposes of a publicly owned park,forest,or recreation area? If so,how will such effects(i.e.,noise,visibility,etc.)be mitigated? No. 11. Will explosives be used? Z YES NO If yes,specify the types of explosive(s)and describe what precaution(s)will be used to prevent physical hazard to persons or neighboring property from flying rocks or excessive air blasts or ground vibrations. Depending on the mine's location to nearby structures, more detailed technical information may be required on the blasting program(such as a third-party blasting study).Locate the nearest offsite occupied structure(s)to the proposed excavation(s)on the mine map and indicate its approximate distance to the proposed excavation. Emulsion-type explosives will be used. Drilling, loading, and blasting operations will be performed by qualified personnel who will follow the blasting techniques and procedures recommended by blasting specialists. Records for each blast will be maintained, and we will monitor all blasts with a seismography and record the location, distances from the blasts, and identity of the property owner where the unit is located. 12. Will fuel tanks,solvents,or other chemical reagents be stored on-site? YES F-1NO If yes, describe these materials, how they will be stored and method of containment in case of spill. Indicate the location(s)of all storage facilities on the mine map(s). Fuel and other essential petroleum products are stored in aboveground, approved tanks provided with secondary containment. An approved SPCC Plan has been implemented. RECLAMATION PLAN 1. Describe your intended plan for the final reclamation and subsequent use of all affected lands and indicate the sequence and general methods to be used in reclaiming this land.This must include the method of reclamation of settling ponds and/or sediment control basins and the method of restoration or establishment of any permanent drainage channels to a condition minimizing erosion,siltation and other pollution. This information must be illustrated on a reclamation map and must correspond directly with the information provided on the mine map(s). In addition, design information,including typical cross-sections,of any permanent channels to be constructed as part of the reclamation plan and the location(s)of all permanent channels must be indicated on the reclamation map. Reclamation at Rockingham Quarry is an ongoing process. Through on-site inspections, Vulcan Construction Materials monitors, on a periodic basis, the site for areas that may need maintenance or construction of additional erosion and sediment control measures. After the mining operation has ceased, all of the affected land will be sloped for drainage, contoured, graded, and vegetated per the approved seed mix. 2. Is an excavated or impounded body of water to be left as part of the reclamation? Inc. -i- Rockingham Quarry Request for Permit Modification May 2024 1.0 INTRODUCTION Vulcan Construction Materials, LLC ("Vulcan") operates the Rockingham Quarry, Permit No. 77-01, in Richmond County, North Carolina. The site is located on the south side of NC Highway 1117, Galestown Road, where it intersects US 74. This mining permit modification provides an overview of the existing conditions of the quarry and a detailed plan for the proposed site improvements. The proposed activities are to be within existing permitted mine boundary and utilizes the northeast side of the existing quarry property to expand the second quarry excavation pit to remove granite rock. 1.1 EXISTING CONDITIONS Property and Permit Boundary The existing permitted property at Rockingham Quarry consists of 1,461.22 acres of land owned by Vulcan Lands, Inc. This permitted area is shown on Drawing C100 - Operations Plan in Appendix A. Landuse Within the 1,461.22-acre permitted area, Vulcan currently has approximately 645.1 acres for quarry related activities including: approximately 61.0 acre for tailings/ settling pond area, 158.0 acres for overburden (dirt) storage area, 118.3 acres for stockpiling, 77.6 acres for processing / haul roads area, and 230.2 acres for mine excavation area. The remaining areas are used for stream redirection and other site improvements. Wetlands and Streams The area included in this permit modification request has been investigated for the presence of Waters of the U.S. (wetlands and streams). Any such areas have been verified and delineated using appropriate protocol and their locations surveyed. Phase 3 of the proposed modification area will impact Waters of the US. Vulcan has an application with United States Army Corps of Engineers for an Individual Section 404 Permit (IP) for permanent impacts on jurisdictional Waters of the US and is currently under review. Inc. -t- Rockingham Quarry Request for Permit Modification May 2024 1.2 PROPOSED MODIFICATIONS All the property involved in this mine permit modification is within the existing approved mine permit boundary. There are no new lands being added to this permit. This modification would change the total affected/bonded acreage to approximately 803.3 acres = (existing permitted of 697.3 plus the proposed disturbance of 106.0). All land associated with the mine permit modification is owned by Vulcan Lands, Inc. (a wholly owned subsidiary of Vulcan Materials Company). The permit modifications consist of these parts: 1. Removal of two existing regulated stream sources. 2. Diversion of existing stream away from project activities. 3. Installation of temporary erosion control measures to support future mining activities. 4. Installation of access roads around the perimeter of proposed mining limits. 5. Installation of erosion and sedimentation control measures to support extension of the north overburden stockpile. 6. Extension of overburden stockpile haul road and sediment channels. 7. Mining activities within Phase 3 mining limits. 8. Placement of overburden material in the extension of the north overburden stockpile area. 1.3 PHASE 3 WATER MANAGEMENT Phase 3 will manage stormwater runoff in two major areas of the project site: the mining pit and the overburden stockpile extension areas. In the mining pit, the project will begin at the south mining pit adjacent to proposed activities by clearing areas where excavation is expected. Grading is designed to direct stormwater runoff to the existing mining pit as excavation progresses. The site will collect stormwater runoff at location points within the existing mining pit as dictated by site operations. Clean water will be pumped to approved discharge points monitored by Vulcan in a manner recommended by NCDEQ Department of Water Resources. Civil & Environmental Consultants. Inc. -2- Rockingham Quarry Request for Permit Modification May 2024 A 150-ft wide working area will be graded to allow mining equipment to access the areas to be excavated. The working area will be sloped towards a collection channel to the east to concentrate the runoff away from the working face. The collection channel is sloped to drain to the existing south mining pit. The working area will extend 1,750 feet north into Phase 3 mining pit. The site will plug the existing stream sources at the entrance to their respective receiving water bodies by using class B riprap. This will stabilize the existing ground while providing filtration means for any groundwater or surface water runoff that may occur during excavation activities. The site will also divert an existing stream on the northwest. After plugging the existing stream source within Phase 3 mining pit with class B riprap, the remaining water body will be regraded to divert flow away from the project site. Construction of a perimeter road as detailed in the proposed plans will enclose Phase 3 mining pit after which, mining activities can begin. The contractor will ensure that stormwater will be diverted into the working area and into the existing mining pit to the south throughout the life of this project. In the overburden stockpile extension area, a 6" perforated underdrain pipe will be installed at the natural low draining path. The underdrain pipe will collect seepage that may occur during and after fill placement. Seepage will be directed thru the pipe to a discharge point outside the stockpile area grading. Erosion and sedimentation control measures will also be installed: silt fence, silt fence outlet, diversion ditches, and sediment channel with rock check dams and spillway. As the overburden pile is raised, side slopes will be graded with benches sloped to drain inward and down to collection points. HDPE slope drains will be installed at these collection points and run perpendicular downslope to drain into the sediment channels.
