Subject: Stella Mine, W.A. Page & Sons, Carteret County
Dear Mr. Parr;
I am writing on behalf of Mr. William Page, W.A. Page & Sons, Inc., in response to your letter
of April 1, 2024, and our telephone conversations. As you are aware, this is a somewhat unique
site, and I appreciate the discussions we have had to work through the issues associated with
the previous mining activity on the site.
I have shown the"ditch"that runs along the southeast boundary into the previously mined
area. As you may be aware, this ditch drains a small "pond" which is actually an excavation at
the base of the slope created by excavations in this area. There is a small rock check dam at
the point of the corner of the new mining area. This rock check dam acts to help slow and filter
the water that passed through this ditch.
A perimeter berm and silt fence will be installed around the perimeter of the site except for
the eastern side. I have added a note to the mine plan explaining the unique situation found in
this area. The previous owner of the property did some excavation in this area. Part of this
excavation extended nearly to the property line. The excavation has been sloped and seeded,
and I was told by DEMLR representatives that the existing slope is acceptable. No further
excavation will occur along this side beyond the existing excavation. Since the eastern limit is
upslope of the excavation, and is already stabilized, no berm or silt fence is necessary along
this line. As per our discussion, previously excavated areas north of the"ditch" or"pond" will be
graded, stabilized, and reclaimed. As noted on the mine plan, the previous owner extended the
excavation well within any buffer with the property line. W.A. Page & Sons will not be required
to backfill this area to re-establish any buffer.
As per our discussions, the proposed mining area was staked in the field. The stakes were
surveyed by a surveyor, and the Mining Area on the Mine Plan was slightly adjusted to
correspond with the survey. The survey is attached.
The Mining Area was measured by the surveyor, and the acreages included on the Affected
Acreage chart.
