Forney Creek Stream Relocation Hydrologic and Hydraulic Technical Report January 2023 Revised:July 2023 Revised:January 2024 1.0 INTRODUCTION This hydrologic and hydraulic analysis technical report has been prepared for Hedrick Industries to present the results of the hydrologic and hydraulic engineering analysis for the proposed stream relocation and restoration of Forney Creek adjacent to the Lake Norman Quarry from River Mile 0.23 to River Mile 0.8.The Lake Norman Quarry is located on 6941 Quarry Lane,Stanley,Lincoln County, NC. A location map for the project is included in Appendix A. The.results of this hydrologic and hydraulic engineering analysis are in support of a Conditional Letter of Map Revision(CLOMR)for the proposed stream relocation and restoration. 2.0 PROJECT DESCRIPTION The subject property is included in the Federal Emergency Management Agency's(FEMA)Flood Insurance Study (FIS) for Lincoln County,North Carolina and Incorporated Areas (FIS Number 37109CV000)with a revised date of March 18,2008 and is shown on the FEMA Federal Insurance Rate Maps (FIRMS) Number 3710369100J and 3710369200J, both with an effective date of August 16, 2007. The FIRM shows a portion of the subject property is located in a Special Flood Hazard Area(SFHA)designation Zone "AE"for Forney Creek. Zone "AE"is an area where the base flood elevations (1% Annual Chance of Flood) have been determined. A portion of the subject property is also located in the regulatory floodway for Forney Creek. The proposed grading eliminates a portion of the effective floodway and relocates it based on the proposed stream alignment, and therefore, requires a hydrologic and hydraulic engineering analysis to be completed. Appendix B contains excerpts of the Lincoln County FIS and FIRMS. 3.0 AVAILABLE DATA CEC obtained the hydraulic model for Forney Creek which supports the effective FIS for Lincoln County, North Carolina, with a revised date of March 18, 2008 from the North Carolina Flood Civil & Environmental Consultants, Inc. -1- Forney Creek Stream Relocation Hydrologic and Hydraulic Technical Report January 2023 Revised:July 2023 Revised:January 2024 Risk Information System website. The supporting hydraulic model is a HEC-RAS computer model for Forney Creek from River Mile 0.05 to River Mile 7.28. CEC conducted field survey of Forney Creek,the surrounding floodplain,and the existing culvert crossing. For the extended floodplain areas,the field survey was supplemented with LiDAR data downloaded from the North Carolina's Spatial Data Download (https:Hsdd.nc.gov/). The LiDAR data for Lincoln County was acquired in 2016 as part of Phase 4 of the QL2/QLI LiDAR Collection program. This topographic elevation data is currently the best available topographic data since it is the most recent topographic elevation data collected for the Forney Creek floodplain. 4.0 REGULATIONS AND REQUIREMENTS The proposed stream relocation on the subject property is located in a FEMA Zone "AE"with a designated floodway for Forney Creek. Chapter 151, Section 59 of the Lincoln County Flood Damage Prevention Ordinance applies to this project. "No encroachments, including fill, new construction, substantial improvements, and other developments shall be permitted unless: (a) It is demonstrated that the proposed encroachment would not result in any increase in the flood levels during the occurrence of the base flood, based on hydrologic and hydraulic analyses performed in accordance with standard engineering practice and presented to the F000dplain Administrator prior to issuance offloodplain development permit; or (b) A Conditional Letter of Map Revision (CLOMR) has been approved by FEMA. A Letter of Map Revisions (LOMR) must also be obtained upon completion of the proposed encroachment." The proposed grading on the subject property includes cut and fill within the regulatory floodway, therefore a hydrologic and hydraulic analysis is required. The hydrologic and hydraulic analysis Civil & Environmental Consultants, Inc. -2- Forney Creek Stream Relocation Hydrologic and Hydraulic Technical Report January 2023 Revised:July 2023 Revised:January 2024 and subsequent reporting was prepared in accordance with FEMA's "Instructions for Completing the Application Forms for Conditional Letters of Map Revision and Letters of Map Revision". 5.0 HYDROLOGY A hydrologic analysis for Forney Creels watershed was not part of this study since the floodway encroachment would not alter how the peak flows had been determined in the FIS. The steady state flows contained in the hydraulic model which supports the effective FIS that were used for this analysis. 6.0 EFFECTIVE MODEL The hydraulic model for Forney Creek which supports the effective FIS is the basis for the hydraulic analysis for this project. The supporting effective hydraulic model is a HEC-RAS computer model for Forney Creek from River Mile 0.05 to River Mile 7.28. This model is the basis for the hydraulic analysis for this project. The methodology used in the supporting hydraulic models was evaluated so modifications made to the hydraulic model for this analysis would be made using the same methodology used to develop the effective model. 7.0 DUPLICATE EFFECTIVE MODEL The hydraulic model which supports the effective FIS for Forney Creek was evaluated using the USACE HEC-RAS (v. 5.0.7) computer model. This evaluation was conducted to ensure that the supporting model's input data had been transferred correctly and results could be reproduced.This ensures that updates and revisions for the existing and proposed conditions can be integrated into the model. The results generated for the Duplicate Effective Model using the HEC-RAS (v 5.0.7) are consistent with the data published in the Lincoln County effective FIS and effective FIRM, dated March 18,2008 and August 16, 2007,respectively. Inc. -3- Forney Creek Stream Relocation Hydrologic and Hydraulic Technical Report January 2023 Revised:July 2023 Revised:January 2024 The hydraulic analysis results are included in Appendix F. 8.0 CORRECTED EFFECTIVE MODEL The Corrected Effective Model was developed based on the Duplicate Effective Model. The alignment of Forney Creek and reach lengths were corrected to reflect the surveyed conditions of the stream for RS4397 through RS955. The geometry was updated based on the best available topographic information using survey and LiDAR data for RS 4397 through RS 1226.The data for the existing culvert and weir located at RS 1540 and RS4162, respectively,was updated to reflect the surveyed condition. Blocked obstructions were added to RS1692 and RS3951 based on their alignment in relation to the surveyed stream channel. The left descending overbank of RS1692 is located within the surveyed stream channel, a blocked obstruction was added up to the adjacent floodplain elevation, so the downstream conveyance of the left overbank is not over calculated. Similarly,the right descending overbank of RS3951 is located within the surveyed stream channel, a blocked obstruction was added up to the adjacent floodplain elevation, so the downstream conveyance of the right overbank is not over calculated. Ineffective flow areas were modified or added to RS1514, 1555, 1596, 1692, 1745, 1822, and 1895. For RS1514 and 1555, ineffective flow areas were updated based on the survey data for the existing culvert.For RS 1514, 1596, 1692, 1745, 1822, and 1895, ineffective flow areas were added to represent areas along the FEMA effective cross-section alignments that would become inundated but would not actively convey flow. The bank stations were adjusted based on the survey data. The encroachment stations for RS1226, 3824, 3951, 4010, 4069, 4196, and 4397 were modified from the Duplicate Effective Model to keep the encroachment surcharge between 0-ft and 1-ft. More detailed information for the existing culvert is shown on Exhibit 1 included in Appendix G. The hydraulic analysis results are included in Appendix F. Civil & Environmental Consultants, Inc. 4- Forney Creek Stream Relocation Hydrologic and Hydraulic Technical Report January 2023 Revised:July 2023 Revised:January 2024 9.0 EXISTING CONDITIONS MODEL The Existing Conditions Model was developed based on the Corrected Effective Model. Cross- sections located between RS1307 and RS4296 were modified. The alignment of cross-sections was modified to extend to the location of the proposed realignment of Forney Creek and to cross the existing stream that was realigned in the Corrected Effective Model perpendicularly. Due to the sinuosity of the proposed stream alignment and distance from the existing alignment of Forney Creek, the cross-section locations were modified to provide more consistency in reach lengths along the proposed reach.This was done to allow for the existing conditions model to be compared to the proposed conditions model more effectively. After the cross-sections were realigned, the geometry was updated based on the best available topographic information using survey and LiDAR data. Manning's n values, bank stations, ineffective flow areas, reach lengths, and floodway encroachment stations were adjusted accordingly based on engineering judgement. Cross-sections located outside of the revision area were not modified from the corrected effective model to existing conditions. The inline weir located at RS4134 near the upstream portion of the project property was updated to reflect man-made changes that have occurred since the effective date of the FEMA model. The inline weir was realigned, and geometry was updated based on the survey data. The cross-section plots for the existing conditions model are included in Appendix E. The hydraulic analysis results are included in Appendix F. 10.0 PROPOSED CONDITIONS MODEL The Proposed Conditions Model was developed based on the Existing Conditions Model. The alignment and reach lengths of Forney Creek were updated to reflect the proposed realignment of Forney Creek based on proposed grading. The overall length of the reach was decreased by 160- feet between RS 1307 and RS4296 as a result of the proposed realignment. Cross-sections located outside of the revision area were not modified from existing conditions to proposed conditions. Civil & Environmental Consultants, Inc. -5- Forney Creek Stream Relocation Hydrologic and Hydraulic Technical Report January 2023 Revised:July 2023 Revised:January 2024 The geometry of the Existing Conditions Model was modified by incorporating the proposed grading for the stream realignment. The proposed site plans for the stream realignment are provided in Appendix D. The ineffective flow areas, manning's "n" values, expansion and contraction coefficients, blocked obstructions,reach lengths, and floodway encroachment stations were modified based on engineering judgment to reflect the proposed conditions. The existing bridge was removed, and a proposed bridge was added at RS1540. Increased contraction and expansion coefficients were used to represent the proposed bridge and headwalls. The existing inline weir was removed from the modeling, as it will be removed during construction. The cross-sections at RS4010, 1692, 1596, 1555, 1455, and 1393 were removed due to a lack of space between cross-sections for the new alignment of the stream in these areas. In addition, the cross-sections atRS3800, 1452.05,and 1398.04 were added to provide increased definition for the model near the proposed bridge and near the upstream portion of the project. Ineffective flow areas were removed from RS 1514, 1745, 1822, 1895, 2358, 2481, 2608, 3167, 3377, and 3591. The ineffective flow area was removed from RS 1514, to represent the removal of the existing culvert. The ineffective flow areas were removed from RS 1745, 1822, and 1895, based on the realignment of the cross-sections using guidance from the HEC-RAS Hydraulic Reference manual. The ineffective flaw areas were removed from RS 2358, 2481, 2608, 3167, 3377, and 3591, due to the realignment of the stream and associated grading of the floodplain to provide a continuous flow path for flood waters. Blocked obstructions were added to cross-sections 1745 through 3824 in the area of the existing stream. Based on the elevation of the adjacent haul road that is proposed between the proposed stream alignment and existing stream alignment, floodwaters would not be capable of flowing in the existing stream. In addition,blocked obstructions were added to cross-sections 4196 and 1514 to represent two areas beyond the floodplain embankment that will not be inundated by the 100- year or 500-year floodplain. Civil & Environmental Consultants, Inc. -6- Forney Creek Stream Relocation Hydrologic and Hydraulic Technical Report January 2023 Revised:July 2023 Revised:January 2024 Encroachment stations for the proposed floodway for cross-sections 1398.04 and 1452.05 are located within the proposed ineffective flow areas of the proposed bridge. Although this is not typically standard practice, the proposed bridge will be inundated during the 1% annual chance flood event and the ineffective flow areas will become effective. Based on the effective FIRM for the revision area the 0.2% annual chance floodplain appears to be equal with the 1% annual chance floodplain for FEMA cross-sections 003 through 029. There is also no established 0.2% annual chance floodplain for the downstream Killian Creek. The effective FIS report available for Lincoln County does not have a profile for Forney Creek to allow for a 0.2% annual chance floodplain elevation to be confirmed. Therefore, during the proposed mapping the proposed 0.2% annual chance floodplain line has been mapped to the downstream revised limits of this CLOMR. More detailed information for the layout and profile of the proposed bridge is shown on Figure 2 in Appendix G.Engineering Plans for the proposed bridge are included in Appendix D. A layout of the proposed bridge, realigned stream, and proposed cross-section locations are depicted on the topographic working map included in Appendix C. The cross-section plots for the proposed conditions model are included in Appendix E. The hydraulic analysis results are included in Appendix F. 11.0 SEDIMENT TRANSPORT MODELING Sediment transport modeling was not performed for the existing culvert or proposed bridge. The existing FEMA model did not include sediment transport modeling in the effective model. In r addition, the installation of the proposed span crossing will provide better opportunities for sediment transport than the existing round culvert. Civil & Environmental Consultants, Inc. -7- Forney Creek Stream Relocation Hydrologic and Hydraulic Technical Report January 2023 Revised:July 2023 Revised:January 2024 12.0 CONCLUSION The hydrologic and hydraulic analysis for the proposed stream relocation and restoration of Forney Creek adjacent to the Lake Norman Quarry shows the proposed project meets the regulatory requirements. The results of the analysis show there are increases and decreases to the 1% annual chance flood elevation throughout the model mostly occurring between RS 955 and RS 5915. The 1% annual chance floodplain, 0.2% annual chance floodplain, and the floodway have been remapped to represent proposed conditions. Based on the results of the analysis there are no structures affected by the increases of the BFE or modifications to the floodway. The Proposed Conditions Model establishes a revised floodway for Forney Creek within the project limits that does result in more than 1.0 feet of surcharge within the revision area.A list of parcels affected by the modifications to the floodplain and floodway is provided below in Table 2. The digital files for the Hydraulic Model will be submitted with this report. Table 1.
