Dear Mr. Parks:
This letter is in response to your email dated June 2,2020 requesting the modification of Mining Permit No.
70-31. Your company is requesting to allow the temporary storage of hurricane-related debris above ground
in the area indicated on the Weeksville Area Debris Site Map submitted with your letter. This request is
hereby approved and is contingent upon the following:
1) Debris shall be removed from the mining permit area and properly disposed of within six
months after hurricane season;
2) After the debris has been removed the affected areas at the site shall conform with the
operating and reclamation conditions outlined in Mining Permit No. 70-31.
Please attach this approval letter to your existing mining permit for future reference. The mine name and
permit number on the permit document shall remain the same as before this modification.
The issuance of a mining permit and/or any modification to it does not supersede local zoning regulations.
The responsibility of compliance with any applicable zoning regulations lies with you.

Good Morning All,
I am working with Mr. Brad Gardner, Pasquotank County Solid Waste Director to set up several New Temporary Disaster
Debris Sites (TDDS) in Pasquotank County. We have one site that has a DENLR Mining Permit(#70-31) located on the
property. Attached is a Permission Letter from the Landowner to Pasquotank County and a Detailed map that was done
per my site evaluation.These TDDS are used as temporary storage sites during a Declared Disaster in the State of North
Carolina.The debris have to be removed with 6 months and restored to original conditions.Currently the areas
Pasquotank County wants to use is in ROW CROPS and will not impede the mining operation. I wanted to submit this

information to DEMLR for your blessing to use these areas being there is a mining permit already there.Thank you for
reviewing this request and sending a reply as soon as time allows you to do so.

I am willing to grant permission to Pasquotank County to use my property located in the 600
Block of Blount Road as a temporary disaster debris disposal site in the event of a hurricane or
other disaster in Pasquotank County. This is inside my property where my state sand mining
operations is located.
