This letter is to confirm to you and the NCDEQ reviwer that the Brunswick County Floodplain Administrator has
been notified and has approved the Modification for the Sand Mine located at 610 Middle River Road in
Supply, NC. This modificatiotion is specifically for the extension shown as Pit#2 on a plan entitled: "Coastal
Land & Sand Company Mine Middle River Rd. Brunswick County, North Carolina Norris & Tunstall Consulting
Engineers PC Scale V=200', Sheet C1, Date 7/24/23".
The area is located partially within the Flood Zone A as depicted on the existing effective Flood Mapping (Map
Number 3720212100J, dated 6/2/2006). This map panel was not updated during the last Flood Map updates
that occurred in 2018 and 2019. Since the previous official map updates, FEMA/NC Flood/NCEM has
released Preliminary Advisory Flood Data for Brunswick County. The premise of the advisory has been to
apply accurate LIDAR data to the present Hydrology to determine areas that are highly probable to be mapped
as Flood Zone in the next Flood Mapping revisions. The specific advantange to the Advisory Flood Data is that
is has provided more accurate determinations of impacted Flood Zone A areas. Although not the regulatory
accepted mapping to date, it has provided key insights to future flood zones based on accurate topography.
In the case of the Coastal Sand Mine property, the advisory data is indicating that the area of the proposed Pit
#2 is located outside of the Flood Zone. As such, the Modification for the extention of the Sand Mine is
approved.
Since the area is still located in the A Flood Zone per the effective regulatory mapping, please forward the
mapping with an application for a Floodplain Development Permit through the Brunswick County Permit Portal,
which will be issued with the data already submitted.
