Dear Mr. Parr:
I am writing to you on behalf of David O. Parks, Parks Land Development, Inc., 1252 Florida Road, Elizabeth
City, NC 27909, who is the owner and operator of The Parks Pit located at 613 Blount Road, Elizabeth City,
NC 27909 in Pasquotank County, Permit #70-31.
This letter is a request for a partial release of this mine site. Reclamation has been completed on portions of
the mine site as listed below, Mr. Parks has no intentions to re-affect those portions of the site in the future,
and he wishes to be released from further reclamation responsibility with respect to Mining Permit #70-31,
the reclamation bond, and the Mining Act of 1971 on those portions of the site. Enclosed with this letter are
two copies of an updated mine map indicating the size and locations of the portions of the mine site to be
released.
Portions of the permitted mine site to be released are:
• Unexcavated Buffer 1.62 acres
• Undisturbed Buffer 7.65 acres
Elliott Consulting hereby certifies that all information contained herein is true, accurate, and complete to the
best of my knowledge and belief.
Elliott Consulting hereby requests that the certifying authority review and take action on this release request
within the applicable reasonable period of time.
