State Mining Engineer NC Department of Environmental Quality Division of Energy, Mineral, and Land Resources 512 North Salisbury Street, Archdale Bldg, Room 504 Raleigh, NC 27604 Subject: Hanson Aggregates Southeast, LLC— Raleigh Quarry Response to DEQ December 7, 2020 Request for Information NC Mine Permit No. 92-02 Mine Modification Application Submittal Wake Forest, Wake County, North Carolina Dear Mr. Parr: Hanson is hereby submitting a response to the Department's December 7, 2020 request for additional information. The responses are formatted in the manner they were received, followed with our response in bold. We appreciate your review and comments regarding our application to provide a 6-acre area for a tenant to install a concrete plant at our Raleigh Quarry located in Wake Forest, NC. 1. The proposed entrance road, as shown on the modification maps dated August 2020, will not be approved as drawn. Please determine a suitable location for the proposed entrance road that does not impact the permitted undisturbed buffer and visual screening berm. The proposed entrance road has been relocated to be south of the existing visual screening berm and undisturbed buffer. Refer to the revised plans for the new location, specifically M&EC-1, M&EC-2, and M&EC-4. Sediment Trap A-11 has been increased slightly to accommodate the project. Calculations can be found on the M&ECP-4 Map and attached calculations page prepared by Ryan Fisher, PE with WithersRavenel. 2. Sediment Trap A-2 and the visual screening berm in the same vicinity appear to impact the eastern most end of'Stream 1" as depicted on the US Army Corps of Engineering Jurisdictional Delineation. The DWR buffer determination letter 19-249 submitted along with the package was for streams and pond located on the property approximately 4,500 feet south of"Stream 1". Please clarify how impact to "Stream V will be mitigated. A diversion ditch/berm has been extended past Trap A-2 and will convey runoff to Sediment Trap A-7, thus bypassing trap A-2, which allows for the removal of Sediment Trap A-2. By re-routing the run-off to Sediment Trap A-7, there will be no impact to "Stream 1".We appreciate the Department pointing out the potential stream impact initially submitted. Sediment Trap A-7 has been increased slightly to accommodate the project. Calculations can be found on the M&EC-4 Map and attached calculations page prepared by Ryan Fisher, PE with WithersRavenel. 3. Provide a plan detail and construction specifications for the silt fence and silt fence outlet that complies with the skirt trench requirements per the Erosion and Sediment Control Planning and Design Manual. The skirt is to be trenched in, at a minimum, 8" vertically and 4" horizontally. The plan details on Sheet X-6 have been revised accordingly. 4. A gas line is located in the area of the new driveway. Actual location should be determined, and any easements obtained from the utility. Since the new driveway has been relocated to avoid the undisturbed buffer, separation has been provided from the gas utility. "811 call before you dig" will be utilized prior any driveway installation. 5. A DOT Encroachment is needed for new entrance. The proposed driveway will be submitted to the district office of NCDOT for their approval. We trust the above responses satisfactorily address the Department concerns and that the processing of the modification application can continue.
