Dear Mr. Parr:
Hanson is proposing to provide a 6-acre area for a tenant to install a concrete plant
at its Raleigh Quarry located in Wake Forest, NC. The proposed area is located in the
northeast corner of the property, just north of the existing tenant site utilized as an asphalt
plant. The proposed site is located on a parcel already zoned for a concrete plant. The
Mining and Erosion Control Plan for this subject area was previously approved on May 21,
2010 by the Land Quality Section. The existing mine permitted acres will remain at 233.9
acres, and the 6 acres will be removed from the "Other— buffers, wetlands, etc" category,
and then, added to the "Other affected acreage—Asphalt Plant, Concrete Plant, etc"
category. All other affected and mine permitted acreage categories will remain the same.
The land is already mine permitted, so notifications are not required, and erosion controls
were previously approved.
To facilitate traffic without affecting the existing quarry and asphalt plant traffic, it
will be necessary to install a driveway from Ponderosa Service Road. Due to the location
of the visual screen berm that was previously installed to screen the existing asphalt plant
and future concrete plant, it will be necessary to install the entrance road within the existing
undisturbed buffer. Hanson requests that it be mine permitted to install the entrance road
within the undisturbed buffer, between the existing vegetated berm and the existing white
fence that runs close to the property line. On the north side of the white fence, a fenced-in
wooded area exists, mainly on our neighbor's property, so screening already exists. To
further screen the entrance road activity and provide aesthetics, a row of shrubs will be
planted between the proposed entrance road and the white fence. Please see M&EC-2
Mine Map.
The USACE and the DWR have been out to the site, and the proposed concrete
plant will not cause any impacts. The findings are included with this application. Existing
Pond 2 "dug in uplands" was found to be non-jurisdictional, and it has since been allowed
to drain with vegetation already established. It was located just outside of the proposed
concrete plant project area. Pending mine permit modification approval, the perspective
tenant will submit a Wake County site plan and the NCDOT driveway permit concurrently
to each respective agency.
Upon approval of the Hanson mine permit modification, included with the Wake
County site plan submittal, the prospective tenant will need to install erosion and sediment
controls as necessary to operate a concrete plant. The prospective tenant will also prepare
and submit a Notice of Intent to secure an NCG140000 Stormwater Permit for Ready Mix
Plants. The prospective tenant's stormwater outfall will be controlled and monitored
upstream from the previously approved Hanson A-4 Pipe w/ Energy Dissipater.
A complete set of mine maps has been included to reflect the attached mine permit
modification application. Enclosed please find the following:

MINING PERMIT NO:92-02 PERMIT MODIFICATION
PROJECT DESCRIPTION
The proposed mining permit modification project adds a proposed concrete batch plant to the northeast
corner of the existing Raleigh Quarry.To accommodate this plant, a new driveway connection to
Ponderosa Service Road (NC Secondary Route 2181) is proposed and would be permitted by NC
Department of Transportation (NCDOT). The future concrete plant is schematically drawn on the
included permit modification plans. The final site plan for the concrete plant would be established by
the end-user and would require approval by the local jurisdiction prior to any construction. Industrial
stormwater managements standards will be required by State authorities and will utilize the previously
permitted Pipe A4 and Sediment Trap A-11 (refer to plans).
The proposed modifications will require silt fence,the lengthening of Pipe A-1, and the relocation of
Pipe A-1's dissipater to accommodate the new driveway for the concrete plant. Engineering calculations
have not been provided at this time as the concrete plant is schematic in nature and would be provided
at time of site plan submittal to the local jurisdiction.

G.S. 74-51 provides that the Department shall grant or deny an application for a permit within 60 days of receipt of a
complete application or, if a public hearing is held, within 30 days following the hearing and the filing of any

2. Mine maps must be accurate and appropriately scaled drawings, aerial photographs or enlarged
topographic maps of the entire mine site. All aspects of the mine site must be clearly labeled on the
maps along with their corresponding(approximate) acreage. As a reminder,mining permits can
only be issued for up to 10 years; thus, all mine and reclamation maps must only denote those
activities that are intended to be conducted during the life of the mining permit. All maps must be
of a scale sufficient (see minimum requirements listed below) to clearly illustrate the following, at a
minimum:
a. Property lines of the tract or tracts of land on which the proposed mining activity is to be located
including easements and rights-of-way.
b. Existing or proposed permit boundaries.
c. Initial and ultimate limits of clearing and grading.
d. Outline and width of all buffer zones (both undisturbed and unexcavated).
e. Outline and acreage of all pits/excavations.
f. Outline and acreage of all stockpile areas.
g. Outline and acreage of all temporary and/or permanent overburden disposal areas.
h. Location and acreage of all processing plants(processing plants may be described as to location and
distance from mine if sufficiently far removed).
i. Locations and names of all streams, rivers and lakes.
j. Outline and acreage of all settling and/or processing wastewater ponds.
k. Location and acreage of all planned and existing access roads and on-site haul roads.

in. Location and dimensions of all proposed sediment and erosion control measures.
n. Location of 100-year floodplain limits and wetland boundaries.

or operation during regular business hours for the purpose of making necessary field inspections or investigations as
may be reasonably required in the administration of the Mining Act of 1971 pursuant to G.S. 74-56.
We further grant to the Department or its appointed representatives the right to make whatever entries on the
land as may be reasonably necessary and to take whatever actions as may be reasonably necessary in order to carry
out reclamation which the operator has failed to complete in the event a bond forfeiture is ordered pursuant to G.S.
74-59.

* A nonrefundable$100.00 permit application processing fee is required for minor permit modifications. Minor permit modifications include ownership transfers,name

outside of the minimum permit buffer zone requirements,where no plans for mining related disturbance of the added lands have been approved. All other changes are
considered major permit modifications.
Acres for new permits and renewal permits means the total acreage at the site. Acres for major modification of permits means that area of land affected by the modification
within the permitted mine area,or any additional land that is to be disturbed and added to an existing permitted area,or both.
