Smith, III President 701 Corporate Center Drive, Suite 101 Raleigh, NC 27607 Cell: (919) 422-3213 fis3@fredsniithcompany.net Re: Wake Stone Corporation's Modification Application for Mining Permit No. 92- 10, a crushed stone mining operation located off Old Reedy Creek Road in Wake County Dear Ms. Wehner: I serve as the President of FSC II, LLC dba Fred Smith Company ("FSC"), the largest heavy highway site contractor based in Wake County, North Carolina. FSC also produces asphalt at four (4) asphalt plants located in Wake County, and currently employs approximately 850 employees. FSC has done business with Wake Stone Corporation ("WSC") for decades. In this long relationship, FSC has seen firsthand that WSC is a valued and dependable supplier of aggregates to companies like FSC. Assuming you are unaware, the aggregates produced by WSC for FSC and its competitors is necessary for the asphalt and contracting business, and there is a finite amount of aggregates available in his area. If WSC's quarry is unable to continue to operate off Old Reedy Creek Road in Wake County, FSC and others will have no choice but to seek aggregates from quarries that are not as close to Wake County and surrounding area projects as WSC's operations off Old Reedy Creek Road in Wake County, thus creating more truck traffic on our highway system. As a resident of Wake County and a lifelong resident of North Carolina, I value our park system and Umstead State Park in particular as both an individual and as the father of four children who still reside in my home. Also, I have no concern over WSC's quarries extended life impact on Umstead Park, especially since I am aware that the quarry has existed for thirty-nine (39) years, during which Umstead State Park has thrived.
