Dear Mr. Parr,
We are responding in red to your review letter dated December 18, 2023, as follows:
1. Please provide proof that Dave Tripp is a company officer of Longleaf Pine Holdings, LLC, or that he
has signatory authority to sign on behalf of Longleaf Pine Holdings, LLC. The Client's attorney will
provide the requested company information for LongLeaf Pine Holdings, LLC.
2. Please provide documentation for the members of Longleaf Pine Holdings, LLC so that the applicant
listed in the application may be evaluated as required in N.C.G.S. §74-51 (d)(7) The Client's attorney
will provide the requested company information for LongLeaf Pine Holdings, LLC.
3. Please provide proof you have applied for and received a permit from the USACE for the wetland
disturbance of 397 SF and installation of the 15" SD. The Client's Environmental Consultant has
coordinated with ACOE for the required wetlands crossing. Please see the attached ACOE documents
provided by Client's Environmental Consultant.
4. Please clarify your response to question C.3.b of the mine permit application where you stated there
would be no discharge to waters of the state. The sediment basins drawn on the map show outlets to
the wetlands. Question C.3.b. of the mine permit application has been updated. See the attached
application page 6.
5. The permitted area on the affected area table on the mine map only accounts for the affected area.
Please clarify the affected area table on the mine map. The permitted area should include any
proposed. The table has been updated to include all buffers and upland areas.

C.PROTECTION OF NATURAL RESOURCES
1. Describe in detail the sequence of events for the development and operation of the mine and reference the sequence
to the mine map(s).Attach additional sheets as needed.
Once all permits have been obtained, the operator will clear and grub the
proposed excavation area. Excavation will begin and occur on an as needed
basis.
2. Describe specific erosion control measures to be installed prior to land disturbing activities and during mining to
prevent offsite sedimentation(include specific plans for sediment and erosion control for mine excavation(s),waste
piles,access/mine roads,and process areas),and give a detailed sequence of installation and schedule for
maintenance of the measures.Locate and label all sediment and erosion control measures on the mine map(s)and
provide typical cross-sections/construction details of each measure.Engineering designs and calculations are required
to justify the adequacy of any proposed measures.
Extensive natural buffers will remain. The excavation area will be graded to
drain internally to the pit area. No movement of sediment is expected offsite or
to any adjacent wetlands.

resources.
❑ The proposed activity will occur in non jurisdictional waters and/or wetlands.
❑ The proposed activity is not regulated and/or does not include regulated discharges of dredged or fill material.A
jurisdictional determination was not completed with this request. This letter does not address nor include any
consideration for jurisdiction on aquatic resources and shall not be interpreted as such. This is not an appealable action.
However,you may request an approved JD,which is an appealable action,by contacting the Corps for further instruction.

Remarks: SEW is provided the USACE notice of a temporary haul road to be installed through approximately

constructed of clean earthen soil and rock The material will be removed upon completion and stabilization
of the area around Pit 5. The location of the proposed haul road,as well as Sheet CI.S, which provides the
detail for the crossing. Once the work has been completed, which is expected to be less than I year from
today's date,the wetlands will be returned to their original grade and contour and stabilized with a wetland

This Department of the Army determination does not relieve the permittee of the responsibility to obtain any other required Federal,
State,or local approvaWpermits. The permittee may need to contact appropriate State and local agencies before beginning work.
For any activity within the twenty coastal counties,before beginning work,you must contact the N.C.Division of Coastal
Management in in Wilmington,NC,at(910)796-7215 to discuss any required State authorization.
