Dear Mr. Parr,
We are writing to express our concerns over the proposed modification of an existing mining permit
by Martin Marietta Fuquay Quarry. On Aug. 15, 2023, we received a public notice ID#SAW-2023-
00252 from the US Army Corps of Engineers stating that they had received an application from
Martin Marietta seeking authorization to discharge dredged or fill material into potential waters of
the United States. It was eleven pages containing purpose, description, maps, required
authorizations, environmental impact requirements, etc. This was the first time that the residents
on Fletcher Tutor Road had heard anything about the Martin Marietta expansion. Since then, we
have found out that a meeting was held on Oct 11, of last year with Wake County Planning and a
permit was approved for the quarry expansion and using our residential road for entry and exit
without contacting the Harnett County residents or the Harnett County Government. We are a
close-knit community made up of all ages and in all areas of life. To name a few we have small kids
playing outside, bigger kids getting on and off school buses, working parents, retirees raising gardens
for fresh vegetables for themselves and to share with neighbors, grandparents using the road for
walking on a daily basis to improve their health, and the disabled who enjoy sitting outside for fresh
air.
When we received the public notice, we were completed devastated to learn that the daily
pleasures, safety, and well being of all the residents could be jeopardized. We all went to work
immediately making phone calls and sending emails to USACE, NCDOT, NCDEQ, Harnett Co.
Planning, and Harnett Co. Government. We prepared and mailed a signed petition to all the
authorities and did everything in our power to stop this situation. However, in the past month, a
surveying and mapping co. (SAM) has spent two weeks on Fletcher Tutor Rd. marking utility lines,
surveying, and installing markers and stakes with ribbons to prepare for widening the road to
accommodate dump trucks, heavy equipment, and employee traffic. It looks like Martin Marietta is
making definite plans to use our Harnett Co. road regardless of the Harnett Co. residents' concerns
over safety, well being, quality of life, and taking part of our property, in order to benefit their quarry
that is almost entirely in Wake Co.
We sincerely appreciate your help with this situation and respectfully ask for consideration during
the review process for the mining permit.
