Dear Mr. Parr,
We are responding to your review letter dated September 6, 2023, as follows:
1. As discussed during our telephone call, the mine permit boundary has been revised to be
the entire parcel area. Additionally, after discussions with the owner this permit will be
split into 2 proposed permits. Pits 1-3 reside on the 464 Ac +/- parcel north of Hooper
Road. Pits 4-5 resides on the 90 Ac +/- parcel south of Hooper Road. The proposed
excavation areas are clearly delineated and proposed undisturbed buffers are identified.
No stockpiles, waste piles, or processing is allowed per Brunswick County UDO. All
mining will occur on an as needed basis.
2. Green cards are provided as requested.
3. The requested info regarding NOI has been provided.
4. All dewatering basin locations have been updated per recent NCDEQ comments on other
projects. An outfall has been identified for each pit area.
5. The proposed undisturbed buffers have been clearly labeled on the updated plans.
6. The buffers adjacent to wetlands have been identified as 50 feet. All other perimeter
buffer areas have been shown to be 40 feet.
7. The entire parcel area is now identified as mine permit boundary. An easement to each
pit area is not needed, but it is a standard requirement of Brunswick County.
8. The pumping O&M plan has been provided.
9. E&S measures have been identified as requested.
10.AII pertinent E&S details have been provided.
11.E&S measures are shown and temporary silt fence is identified in areas adjacent to
wetlands.
12.The client's wetland consultant is responsible for permitting any required disturbances.

13.The stilling basins have been deleted and replaced with NCDOT dewatering basins per
recent NCDEQ requirements.
14.The mine permit boundary is identified as the entire parcel. The proposed limits of
excavation and reserved undisturbed buffer areas are identified on Sheet C3.
15.Wetland delineation is included as requested.
16.The haul-roads are now clearly identified throughout the drawings.
17.There will be 2 permits; one mine name will be Hooper Road Sand Mine 1-3 and Hooper
Road Sand Mine 4-5.
18.The applicant has been updated as requested.
19.North arrows are shown on all sheets.
