Sorry for my late response. 9 As Eryn mentioned, if the four different sand mines are located on different parcels;then you'll need to issue a separate floodplain development applications/permit for each of parcels. If any of the sand mines encroaches into floodway or non-encroachment area, then a PE signed & sealed No-rise certification will be required as part of the permit application. Typically those No-rise certifications need to be supported by a hydraulics analysis/report. Each of the mines is located in the AE Floodway-flood zone and is subject to the development standards in Article 5, Section A.General Standards,Section B.Specific Standards,and Section F.Floodways and Non-Encroachment Areas. I don't see on the plans the location for equipment staging,mined material storage,or structures ;(including manufactured buildings/temp structures).All development and staging/storage areas will need to be identified on the plans and permitted accordingly.All of which will need to be included in a no-rise analysis.If a rise is identified,then a CLOMR pre-development and LOMR post-development will be required. The only equipment that would be only on any type of semi-permanent basis would be the needed excavation equipment (track hoe). All material is proposed to be excavated on an as needed basis. The proposed project will not install any permanent impediments within the floodplain. This includes but is not limited to structures, stockpiles, waste piles, fill or any other permanent obstructions. All equipment can be removed from the project areas in anticipation of upcoming flooding. This project will create additional capacity in the floodplain area since material will be excavated and removed. Each pit area will be reclaimed as a lake with approximately 3' —4' of freeboard.
