Dear Mr. Parr,
We are responding to your review letter dated September 6, 2023, as follows:
1. The mine permit boundary has been identified as requested.
2. Vegetated/undisturbed buffers have been noted on the plans. A hatch pattern has been
added to these areas to mor clearly identify them.
3. The current applicant is in the process of updating NCSOS information that will change
the named applicant to an LLC. The updated original signed application docs will be
forwarded under separate cover.
4. NCG02 Notice of Intent Submittal cover letters and email correspondence with Brittney
Cook, NPDES Stormwater General Permit Coordinator are enclosed.
5. NCDOT dewatering basins have been added to the plans. The outfall for both of these
basins is labeled accordingly.
6. A NCDOT dewatering basin has been provided for each pit. It has been determined that
the distance between pits is too far for pit to pit discharge. We have updated the
application accordingly.
7. Copies of LISPS Receipts, Green Cards, Return Envelopes have been provided.
8. Details for the NCDOT dewatering basin are provided.

9. A pumping O&M plan has been provided as requested.
10.E & S measures have been provided as requested.
11.E & S measures are shown on the plans and details provided.
12. Temporary gravel construction entrance detail is provided on Sheet C5. See E & S notes
on C5 for additional information.
13.A copy of ACOE concurrence has been provided for your use.
14.The connecting roads may require additional grading & compaction. Each section of haul
road is allotted for according to which pit area it serves.
15.A copy of correspondence between Columbus County and the Flood Plain Administrator
has been provided for your use.

C.PROTECTION OF NATURAL RESOURCES
1. Describe in detail the sequence of events for the development and operation of the mine and reference the sequence
to the mine map(s).Attach additional sheets as needed.
Once all permits are granted the operator will begin clearing and excavating
work. Any dewatering will discharge into the appropriate NCDOT watering
basin. Sand will be mined on an as needed basis.
2. Describe specific erosion control measures to be installed prior to land disturbing activities and during mining to
prevent offsite sedimentation(include specific plans for sediment and erosion control for mine excavation(s),waste
piles,access/mine roads,and process areas),and give a detailed sequence of installation and schedule for
maintenance of the measures.Locate and label all sediment and erosion control measures on the mine map(s)and
provide typical cross-sectionskonstruction details of each measure.Engineering designs and calculations are required
to justify the adequacy of any proposed measures.
The proposed excavation area will be surrounded by natural buffers. Areas
surrounding excavation will drain internally to the site. No movement of silt is
expected off site or into adjacent wetlands.
3. A)Will the operation involve washing the material mined,recycling process water,or other wastewater handling?
