Subject: Firetower Road Sand Mine, Onslow County
Dear Mr. Parr;
I am writing in response to your letter of June 14, 2023 to Mr. Rick Williford, Sunland Sand
and Gravel, in which you requested additional information on their pending application for the
above referenced Mining Permit. I will respond to each item in your letter in the same order for
clarity:
1 & 2: The names of the property owners across from the entrance on Firetower Road, Julie
Willaford and Donald Gene Riggs have been added to the mine map. They have been sent
copies of the official Notice, and Certified Mail receipts for the notification letters are enclosed.
3 & 4: The wetland delineation and crossing was reviewed and approved by Katharine Elks, US
Army Corps of Engineers. Please find attached the final JD map and a copy of the email
correspondence confirming the approval. The existing wetland crossing was approved, and Mr.
Williford is confident that it is more than sufficient for his intended use and does not plan to
make any changes from the existing, approved construction.
5. The exact pump for dewatering has not yet been purchased. However, it is anticipated that
the pump to be used will be similar to a Dobbs floating electric centrifugal pump. The projected
pump will be 7.5 horsepower, up to 3,600 rpm, with a projected 6-inch outlet.
6. As we discussed on the telephone and by email, the design for the "dewatering basin" has
been modified to the NCDOT specification for a dewatering basin that you supplied. There will
not be "another pond" to collect stormwater and groundwater. As we discussed, the stormwater
and groundwater will collect within the mining area, and the sediment will settle out within the
mining area before it is discharged, as per regulations prescribed in the NPDES permit.

On June 14,2023,we received information from you requesting the Wilmington District,Regulatory Division review and
concur with the boundaries of an aquatic resource delineation.
We have reviewed the information provided by you concerning the aquatic resources,and by copy of this e-mail,are
confirming that the aquatic resources delineation has been verified by the Corps to be sufficiently accurate and reliable for
permitting actions and the determination of compensatory mitigation requirements.The boundaries of these aquatic
resources are shown on the attached delineation map,labeled Potential Jurisdictional Wetlands Delineation Onslow
County dated June 7,2023.
Regulatory Guidance Letter(RGL) 16-01

Determinations(JD)and states`The Corps generally does not issue a JD of any type where no JD has been requested".
At this time we are only verifying the delineation. This delineation may be relied upon for use in the permit evaluation
process,including determining compensatory mitigation. This delineation verification is not an Approved Jurisdictional
Determination(AJD)and is not an appealable action under the Regulatory Program Administrative Appeal Process(33
CFR Part 331). However,you may request an AJD,which is an appealable action.
If you wish to receive a Preliminary Jurisdictional Determination(PJD),or an Approved Jurisdictional Determination(AJD)
please respond accordingly,otherwise nothing further is required and we will not provide any additional documentation.

The volume of the borrow pit dewatering basin will be based on a 2 hour retention time. Using
the formula V= 8.0203 * Q * t where, V is volume in cubic feet, Q is the pump rate in gallons per
minute (GPM), and t is the retention time in hours. The pump rate is not to exceed 1,000 GPM
