Permit Variance Request
Spruce Pine, Mitchell County
Dear Mr. Koerschner,
As a follow-up to a recent conversation with Chris Scott, please find attached, calculations and
information concerning the above proposed facility that is in the process of being permitted.
The Quartz Corp is in the process of permitting a new mine site north west of Spruce Pine on Roan Road
for the purpose of placing overburden materials produced by their mines in Spruce Pine. No mining of
industrial minerals will occur at the site and the only blasting and excavations will be to construct
roadways to access the site or construct controls. The roadways have potential to require blasting
through rock in certain areas and that rock will be crushed on-site using a portable crusher. The crushed
stone will be used on the roadways at the site rather than hauling stone from other facilities. The
portable crusher will be brought to the site and the stone crushed in campaigns of less than 30 days.
The greatest potential amount of rock will be crushed the first year(an estimated 115566 tons) and
some years there will be no crushing at all (see attached information).
Due to the use of a mobile crusher and the calculated emission for the highest use year of 1.34 tons
(attached)we request a permit variance (no permit needed)for the site. We will keep records of all
crushing activity and can report those to your office if needed to assure or confirm our compliance with
this letter and attached calculations.
You will receive this letter as a portion of the mine permit application packet in the near future but not
all the attached information. Please contact our office at 828-766-2103 if you have any questions or
need additional information.Thank you in advance for your consideration of our request.
Sincerely,
Todd Mickleborough
