I will respond to each item in your letter in order, for clarity; 1. The size of the dewatering basin will conform to the specifications given on the NC Department of Transportation detail, recently provided by your office. As this site is not yet in operation, it is not yet known what size the pump will be. The basin is sized according to the projected volume of the pump, and the pump requirements will not be known until the site is in operation. The sizing specifications are attached to this letter. It is anticipated that the volume of the pump will be at least 1,000 GPM, and therefore the basin will be at least 52 feet by 104 feet by 3 feet deep. 2. Please find attached a Certified Mail Receipt for Adjoining Property Notification sent to United States of America, Camp LeJune Railroad. 3. Please find attached a copy of the NPDES NOI for General Permit NCG020. 4. The buffer between the Mining Area and the Permit Boundary has been more clearly defined on the Mine Map. The Existing vegetation on the site effectively shields the site from view. In areas where the existing vegetation is thinner, a vegetated visual barrier berm will be built near the perimeter of the permitted area to better shield the operation from adjoining property. The area between the visual barrier berm and the mining area will be undisturbed other than clearing necessary for construction of the visual barrier berms and will not be used for any mining activity such as stockpiling or processing. A maintenance shop has been added to the plan, as well as a small shed adjacent to the access road. The Disturbed Acreage chart has been updated to reflect the addition of the berms and other disturbed areas. We trust that this information will assist you in completing your review of the Mining Permit Application. If you need any additional information, please contact me. Sincerely, James C.
