2. Mine maps must be accurate and appropriately scaled drawings, aerial photographs or enlarged
topographic maps of the entire mine site. All aspects of the mine site must be clearly labeled on the
maps along with their corresponding(approximate)acreage. Thus,all mine and reclamation maps
must denote those activities that are intended to be conducted during the life of the mining permit.
All maps must be of a scale sufficient(see minimum requirements listed below)to clearly illustrate the
following, at a minimum:
a. Property lines of the tract or tracts of land on which the proposed mining activity is to be located
including easements and rights-of-way.
b. Existing or proposed permit boundaries.
c. Initial and ultimate limits of clearing and grading.

5. a. A buffer will be required between any mining activity and any mining permit boundary or right-of-
way. It may be an unexcavated buffer (no excavation, but roadways, berms and erosion &
sedimentation control measures may be installed within it), an undisturbed buffer(no disturbance
within the buffer whatsoever),or a combination ofthe two,depending upon the site conditions. Note
that all buffers must be located within the mining permit boundaries.

or right-of-way at this site? A minimum buffer of 25 feet is recommended,although a wider buffer

the sequence and general methods to be used in reclaiming this land. This must include the method of
reclamation of settling ponds and/or sediment control basins and the method of restoration or establishment
of any permanent drainage channels to a condition minimizing erosion, siltation and other pollution. This
information must be illustrated on a reclamation map and must correspond directly with the information
provided on the mine map(s). In addition, design information, including typical cross-sections, of any

7. Describe your plan for revegetation or other surface treatment of the affected areas. This plan must
include recommendations for year-round seeding,including the time of seeding and the amount and type
of seed, fertilizer, lime and mulch per acre. The recommendations must include general seeding
instructions for both permanent and temporary revegetation. Revegetation utilizing only tree plantings is
not acceptable. Recommendations can be sought from:
- a. Authorized representatives of the local Soil and Water Conservation District;
b. Authorized representatives of the NC Forest Service, Department of Agriculture and Consumer

Water Withdrawal & Transfer Registration
What Activities Require This Permit?This is a registration, rather than a permit. A registration is required for any
non-agricultural water user who withdraws 100,000 gallons or more in any one day of groundwater or surface water or
who transfers 100,000 gallons or more in any one day of surface water from one river basin to another river basin.
Registration is also required for any agricultural water user who withdraws 1 million gallons or more in any one day of
groundwater or surface water or who transfers 1 million gallons or more in any one day of surface water from one river
basin to another river basin.
What Is The Purpose of This Permit? Water supply planning and management require an understanding of both the
available water resources and the demands being placed on those resources. Registration information will be used to
develop a more complete understanding of water use and availability in North Carolina.The registration data will also be
incorporated into the North Carolina State Water Supply Plan. By registering water withdrawals every five years, water
users will establish a record of the amount of water they need for future resource management.
Who Issues This Permit? N.C. Division of Water Resources is the one who receives the registration. No permit is
issued,as this is a registration process.
How Much Will This Permit Cost?There is a $50 registration fee for non-agricultural water users registering for the
first time. Agricultural water users registering for the first time are exempt from this fee. Previously registered water users
updating registrations are also exempt from this fee.
What Are My Payment Options for Registrations Application Fees?
Payments can be made either by check/money order OR by electronic payment.

Notes/Comments:This is a registration, rather than a permit The due date for registering withdrawals and transfers is
as follows: new withdrawals must be registered within two months of the initiation of the withdrawal. Existing
registrations should be updated every five years(i.e.,the last reporting year was 2004 and next registration update
reporting year will be 2009). There is now a civil penalty of up to$100 per day for failure to register(see Session Law
2008-143, Section 1.e).
There is a late registration fee of$5 per day for each day the registration is late up to a maximum of$500. No late fees
are associated with the registration of agricultural withdrawals.

What Activities Require This Permit? (1) The breaking of the surface soil in order to facilitate or accomplish the
extraction or removal of minerals, ores or other solid matter. (2) Any activity or process constituting all or part of a
process for the extraction or removal of minerals, ores, soils and other solid matter from their original location. (3) The
preparation, washing, cleaning or other treatment of minerals, ores or other solid matter that makes them suitable for
commercial, industrial or construction use.
What Is The Purpose of This Permit?To reduce adverse effects of mining on natural resources and to ensure
reclamation on mined lands.
Who Issues This Permit? Division of Energy, Mineral, and Land Resources.
How Much Will This Permit Cost?A nonrefundable permit application processing fee when filing for a new mining
permit, a major permit modification, or a renewal permit is required as follows:
0-25 acres 26+acres
New Permit Applications $3,750 $5,000
Permit Modifications $750 $1,000
Permit Renewals $750 $1,000
Transfers/Minor Modifications $100 $100
What Are My Payment Options for Permit Application Fees? Business, Personal or Cashier's Check or money
orders are currently accepted payment methods. DEQ is currently working on a system to allow for electronic payment.
When this option is available, DEQ will give notice of when and how to take advantage of this system.

should be made out to the Department of Environmental Quality (DEQ), Division of Energy, Mineral, and Land Resources
(DEMLR)and the check should be sent to the DEMLR Central Office, 1612 Mail Service Center, 512 N. Salisbury Street,
Raleigh, NC 27699.

How Long Will It Take To Review My Application?G.S. 74-51 states that an application for a permit must be
granted or denied within 60 days of receipt of a complete application or, if a public hearing is held, within 30 days
following the hearing and the filing of any supplemental information required by the division.

Site-specific; ranges from one year to 10 years (maximum).

Reclamation bond or other security required for all mines. The bond amount is based upon a range of$500 to $5,000 per
affected acre. The amount is dependent on the type of mining and size of affected land.
