3M Industrial Minerals Product Division 4191 Hwy 87 South Moncure, NC 27559 e'A a-4- 7/10/20233 Mr. David Miller T��C'EIVED NC Department of Environmental Quality Division of Energy, Minerals, and Land Resources 512 North Salisbury Street,51h Floor ENO DUALITY Raleigh, NC 27604 MjWNG PROGRAM Re: 3M Pittsboro Mine Dear Mr. Miller: 3M Company(3M) is pleased to submit this mine application to the North Carolina Division of Energy, Minerals,and Land Resources(DEMLR),a division of the Department of Environmental Quality(DEQ).3M owns and operates the Pittsboro Mine located at 4191 NC Highway 87 S Moncure, NC.The Pittsboro Mine consists of a quarry, a roofing shingle granule manufacturing facility,and an excavated materials stockpile area (mine refuse disposal area).The facility is located on approximately 2,200 acres of land in Pittsboro and Moncure, NC owned by 3M. Within the 2,200-acre tract approximately 2,038.7 acres were previously permitted as the mine boundary with 895.4 acres currently allowed to be disturbed by the mining operation. This request for permit modification is for: 1. Future observation well location modification 2. Minor stormwater changes to E&SC plan 3. Clarification and concurrence to materials being disposed of at the Overburden/Waste Fines Area Future Well Location: There were originally 5 observation wells on the site as part a hydrogeologic impact analysis conducted in February 1997. 3M continues to gather elevation data for groundwater at these wells.3M Submitted a plan to expand the mine excavation area from 137.6 acres to 276.1 acres in 2017.This plan showed the proposed quarry excavation to eventually overtake all 5 of these wells.Since then,one of these wells has been removed (Well#1). 3M proposed to replace the 5 original wells with 3 new wells on the north side of the final quarry limits.The new wells are shown on the Mine Map (C-716)as OW#1, OW#2, and OW#3. Additional evaluation of the planned quarry shows that only existing wells#1,#2, and#5 will need to be removed. Existing wells#3 and#4 will stay.These will remain near the edge of the final quarry. 3M does not have plans to install OW#1,OW#2,and OW#3. Minor Stormwater Chances: The outlet pipe from the current quarry dewatering ponds(outfall 003)will be extended to a point near the discharge point of Rock Dam Q-9 (outfall 004).The purpose of this is to prevent the comingling of outfall 3 water into outfall 4.Outfall 3 is process wastewater(quarry dewater) and during heavy pumping periods this water can overcome the capacity of Rock Dam Q-9 (outfall 004).This minor change is shown on the updated "Mine Map" drawing, PBOR-888-C- 716.The site SWPPP will be updated. Overburden/Waste Fines Disposal Area: This area is used for mining refuse disposal. Because these materials are directly connected with the mining,cleaning,and preparation of substances mined,all of the materials that are being disposed of at this location fit the definition of"mining refuse"as defined by GS 74-49(14)of the Mining Act of 1971. 3M is seeking agency concurrence as part of this mining permit modification submittal. See Attachment A(Mine Permit Modification Summary)document for a detailed summary of this area. Exploratory borings in the vicinity of the quarry indicate that the subsurface geology consists of metamorphosed volcanic rock with low porosity and low permeability. The soils and weathered rock overlying this layer are also of low porosity and low permeability. Accordingly,3M does not believe that quarry excavation and operation will impact this well as supported by a hydrogeologic impact analysis conducted in February 1997. However,there are currently five(5)observation wells installed around the quarry to monitor effects to the water table. Three (3)of these wells are located in the proposed quarry expansion area. 2 wells will remain and will continue to observe the effects to the water table. A public water system is also available on the western and southern side of the site. D)If you answered yes to any of the above questions,provide evidence that you have applied for or obtained the appropriate water quality permit(s)(i.e.,non-discharge,NPDES,Stormwater,etc.)from the Stormwater Program.In addition,the applicant is required to register water use with the Division of Water Resources,Ground Water Management Branch,if the operation withdraws more than 10,000 gallons per day and needs a capacity use permit from the Division of Water Resources,Ground Water Management Branch,if the operation lies in a capacity use area and withdraws more than 100,000 gallons per day. A)A buffer will be required between any mining activity and any mining permit boundary or right-of-way.It may be an unexcavated buffer(no excavation,but roadways,berms,and erosion&sedimentation control measures may be installed within it),an undisturbed buffer(no disturbance within the buffer whatsoever),or a combination of the two, depending upon the site conditions.Note that all buffers must be located within the mining permit boundaries. How wide a buffer will be maintained between any mining activity and any mining permit boundary or right-of-way at this site?A minimum buffer of 25 feet is recommended,although a wider buffer may be needed depending on site conditions.Show all buffer locations and widths on the mine map(s). Consistent with Chatham County zoning regulations, a 500 foot minimum buffer inside the permit boundary from Highway 15-501 right-of-way is provided. A minimum undisturbed 25 foot buffer will be provided in areas adjacent 3M tracts. See the buffers shown on the mine map. 6)A minimum 50 foot wide undisturbed buffer will be required between any land disturbing activities within the mining permit boundaries and any natural watercourses and wetlands unless smaller undisturbed buffers can be justified. Depending on site conditions,a buffer wider than 50 feet may be needed. Minimum 2 horizontal to 1 vertical slopes or flatter for clayey material and minimum 3 horizontal to 1 vertical slopes or flatter for sandy material are generally required unless technical justification can be provided to allow steeper slopes. Existing topography was considered in the design and layout of the facility to minimize landslides and slope instabilities. Final grades will be left with stable slopes and walls. Earthen cut and fill slopes have 2:1 proposed slopes to reduce the possibility of landslide or slope instability. A soil/clay cap will be installed on the side slopes of the overburden fines pile and then vegetated to provide stabilization. 8)Provide a cross section on the mine map(s)for all fill slopes(berms,waste piles,overburden disposal areas,etc.), clearly indicating the intended side slope gradient,installation of any benches and/or slope drains(with supporting design information)if needed,and the method of final stabilization. Slope faces will be graded to a 2:1 horizontal to vertical configuration, minimum bench widths will be 30 feet. See the applicable cross-sections on the drawing detail sheets. D)In hardrock excavations,specify proposed bench widths and heights in feet.Provide cross-sections of the mine excavation clearly noting the angles of the cut slopes,widths of a#safety benches and mine benches,and the expected maximum depth of the excavation. Maximum bench heights for all final lifts will be 100 feet. Absolute minimum bench widths will be 10 feet as shown on the cross section drawing sheet, however 20' minimum will be targeted during mine development to create a safe working environment and comply with MSHA recommendations. 7. Describe other methods to be taken during mining to prevent physical hazard to any neighboring dwelling,house, public road,or public,commercial or industrial building from any mine excavation.Locate all such structures on the mine map if they are within 300 feet of any proposed excavation. Existing buffers will be maintained to limit accessibility and visibility from adjacent properties and roadways. In areas where the buffers are the vegetation is not sufficient, and additional tree plantings will be provided. There are no neighboring structures within 300 feet of the proposed excavation. A visual screening berms will be provided along Charlie Brooks Road. 8. Describe what kind of barricade will be used to prevent inadvertent public access along any high wall area and when it will be implemented.Vegetated earthen berms,appropriate fencing and adequate boulder barriers may be acceptable high wall barricades.A construction detaftross-section and location of each type of barricade to be used must be indicated on the mine map(s). Large boulders,earthen berms,or temporary fencing will be used to barricade the quarry high wall. As the quarry expands these items will be moved to maintain a continuous barrier along all high walls. The property is presently posted and paint-marked for"No Trespassing"as part of the existing forestry program. Locked roadway gates are presently installed at all property access points as part of the existing forestry program. 9. Are nroducing minerals or soils present? Describe your intended plan for the final reclamation and subsequent use of all affected lands and indicate the sequence and general methods to be used in reclaiming this land.This must include the method of reclamation of settling ponds and/or sediment control basins and the method of restoration or establishment of any permanent drainage channels to a condition minimizing erosion,siltation and other pollution. This information must be illustrated on a reclamation map and must correspond directly with the information provided on the mine map(s).In addition, design information,including typical cross sections,of any permanent channels to be constructed as part of the reclamation plan and the location(s)of all permanent channels must be indicated on the reclamation map. Equipment will be dismantled and removed from the quarry operations area. The sediment control pond(s)will either be drained and graded to surrounding grade level or turned into a wetland area unless other permit obligations persist (Chatham County stormwater ordinance will require that most new basins remain permanently). The stockpiles will be constructed to have side slopes no steeper than 2H:1V;any berms installed as part of the mining operation will be retained to provide screening;and the quarry pit will be allowed to revert to natural groundwater levels,posted,and barricaded. Sedimentation pond(s)will be turned into wetlands. The graded surface will be adequately prepared for use as a planting medium for herbaceous groundcovers and coniferous overstory species. Fertilizing and soil amending will be done prior to seeding and planting as discussed in seeding specifications. Ground covers will be planted during the first growing season after site final grading to establish soil protection. 2. Is an excavated or impounded bodDNO water to be left as part of the reclamation? Indicate the method(s)of reclamation of overburden,refuse,spoil banks or other such on-site mine waste areas, including specifications for benching and sloping.Final cross-sections and locations forsuch areas must be provided on the reclamation map. Overburden stockpile and mineral fines stockpile slopes will be vegetated as per the reclamation plan and planted in the ongoing forestry management program. Overburden/fines stockpile material composition is clarified under this permit modification (2023), see attachment A for details. 5. Processing facilities and buildings with no future on-site usage will be dismantled and removed from the site, with the associated ground areas graded and seeded as per the reclamation plan. Stockpile areas,which remain after completion of mining will be vegetated as per the reclamation plan. The main entrance road to the plant areas, in addition to select on-site roads, will be retained for usage in the forestry management program (see below). The main entrance road and the on-site access and haul roads will be retained to provide access to the site for forestry management and fire protection. 6. Describe the method of control of contaminants and disposal of scrap metal,junk machinery,cables,or other such waste products of mining.(Note definition of refuse in The Mining Act of 1971.) No off-site generated waste shall be disposed of on the mine site without prior written approval from the NC Department of Environmental Quality,Division of Energy,Mineral,and Land Resources and either the Division of Waste Management(DWM)or local governing body.If a disposal permit has been issued by DWM for the site,a copy of said permit must be attached to this application.All temporary and permanent refuse disposal areas must be clearly delineated on the mine maps)and reclamation map,along with a list of items to be disposed in said areas. Please clearly indicate which question is being continued on the additional space. �d Revised September 21, 2021 P a g e I Additional Information 7/10/2023 Attachment A-Overburden/Waste Fines Disposal Area: 1.0 Introduction/Background: 3M's overburden/waste fines disposal area(or commonly referred to as the"stockpile area") is currently designed as a place to dispose of mining refuse from the operation.This area spans 371 acres, will be 240 feet tall,with 2:1 maximum slope,50'vertical lifts and 30'wide flat benches.There are permanent stormwater sedimentation ponds with perimeter channels designed to be placed around this area,with 4 out of the 9 of these ponds in service currently.See drawings C-716 and C-717 for reference on location and design of this area. This overburden/waste fines disposal area is designed for approximately 65,000,000 CY total capacity. Currently,15,000,000 CY of material has been placed in this area.On an annual basis there is approximately 700,000 CY placed in this area. 2.0 Material Summary: These materials fit the definition of"mining refuse"as defined by GS 74-49(14)of the Mining Act of 1971.All of these materials are generated onsite from the mining,cleaning,and preparation of mined substances. Furthermore,analytical testing has shown that these materials are not hazardous.The purpose of this permit modification submittal is to provide a clear list of refuse materials to be permanently disposed of,in accordance with condition 23,section D(ii)of the permit 19-16. Mining refuse to be permanently disposed within the mining permit boundary is defined below: 1. Overburden:This is topsoil and loose rock on the surface above the solid rock that we are mining.This material is removed with excavators and other heavy equipment from the mine and hauled to the disposal area. 2. Waste rock direct from quarry:This is rock that is mined at the quarry that cannot be used due to poor rock quality.This material is removed with excavators and other heavy equipment from the mine and hauled to the disposal area. 3. Waste Fines from Processing:This is a mixture of fines and water that come out of a pugmill and hauled to the disposal area.These fines come from several parts of the process and are summarized below: a) Fines from Crushing and Screening(C&S):These are screening fines from the rock crushing part of the production for roofing granules.This material is inert(fine crushed rock)with no additional raw materials added. b) Baghouse fines from Coloring and Shipping processes:These are fine dust particles from the "Coloring"and shipping areas of the plant,specifically from dust control equipment used Ivap" during production and shipping of roofing granules.Raw materials(colorants)are added and granules are fired/cured for final preparation prior to shipping. 4. Other materials directly connected with mining,cleaning and preparation of substances mined including small metal items mixed with mined rock unable to be reclaimed or recycled,wire cables,wire cables V-belts,steel reinforced air hoses,drill steel.3M also has a diverter chute that is used to protect our crusher equipment when metal is detected within the rock. Periodically,small parts of steel from the process can be comingled with the rock due to crusher or screener degradation,or other adjacent equipment. S. Waste Finished Granules:These are finished granules that typically would be shipped to customers and ultimately put on roofing shingles;however,these granules do not meet specification due to color or shape.These granules contain raw materials which are fired/cured. The material volumes placed in the disposal area is approximately itemized as follows: 1. Overburden: 350,000 CY per year 2. Waste Rock direct from quarry 100,000 CY per year 3. Waste Fines from Processing: a. C&S Fines- 245,000 CY per year b. Coloring/Shipping Baghouse Fines 103 CY per year 4. Other materials negligible S. Waste(off-specification)Granules 5,200 CY per year 3.0 Material Composition and Testing/Analysis: Overburden,waste rock from quarry,and all fines from crushing and screening(C&S) have no raw materials added,thus these materials are essentially inert material that clearly fit the definition of Mine Refuse. Coloring and Shipping Baghouse Fines and Waste Granules contain colorants/pigments.As shown from the table above,Coloring and Shipping Baghouse Fines and Waste Granules are a very small fraction of the entire volume of total mine refuse disposed of on-site.Coloring/Shipping Baghouse Fines are approximately 0.01%and Waste(off-specification)Granules are approximately 0.75%of total material being disposed of on an annual basis. Toxicity Characteristic Leaching Procedure(TCLP)testing for metals has been completed for these materials and it has been verified that this material is not hazardous.The analytical results for these materials are"non-detect"(ND)or below the EPA allowable limit.The TCLP data is included in this attachment.
