Please see enclosed mine permit modification application for Elliott Sand&Gravel.This mine
modification request covers the addition of a 177.67 acre parcel that adjoins our existing
operation to the west,the release of a 203.15 acre parcel on the eastern portion of the site, and a
corporate name change,details below.
Effective January 1, 2023, Hanson Aggregates Southeast LLC has undergone a corporate name
change and is now operating as Heidelberg Materials Southeast Agg LLC. Please note that though
we have changed organizational name,our ultimate beneficial owner remains unchanged.
Likewise,our officers and staff as well as our contact information and address remain the same.A
copy of the updated bond document and the corporation's name change document are enclosed.
Heidelberg Materials recently acquired a 177.67 acre parcel known as the'Stephenson Tract'(PIN:
0576-80-7529.000).As such, Heidelberg Materials is hereby submitting a mine permit modification
application to mine this property.
Wetlands do exist on this property and were delineated. We received a Preliminary Jurisdictional
Determination from USACE on March 8, 2023. Please see attached document,Action Id.SAW-
2022-00061.
A condition of our Special Use Permit from Harnett County was to provide a Well Protection Plan
(WPP)for the property owners between Covington Road and HW 217.Therefore,when
distributing notification of our mine permit modification application, in addition to adjacent
property owners and Harnett county manager,we have also notified all those included in the

WPP. A map and list of those notified is attached.A copy of the Well Protection Plan is also
enclosed for your reference.
Additionally,we are requesting the release of 135.32 acres known as the 'Kelly Tract' (PIN:0586-
51-7652.000).The total Mine Excavation acreage to be released is 24.33 acres and Other acreage
to be released is 110.99 acres.
