On behalf of T. Farrell Shingleton., we are submitting a response to your comments emailed
6/18/2021, Please find your comments listed below with our response provided in bold.
1. Please clarify the estimated withdrawal rate in gallons per day for dewatering at this
site.
• See pumping plan—460,000 GPD when dewatering occurs. It won't be a
continuous operation.
2. Question 12 of the application states that fuel tanks, solvents, or other chemical
reagents will be stored on site.Please describe these materials,how they will be
stored, and the method of containment in case of a spill. Please also indicate the
storage location on the mine maps.
• Off-Road Diesel Tank for farm and mine equipment is labeled on the
maps. Tanks are contained in secondary storage devices.
3. Please clarify whether a well is located near the existing house shown on the mine
map.
• No there are no wells here.The house is just for farm display and not in
use for storage or living.
4. Question 5(a) states that there will be no stockpile areas on site,while the mine map
clearly indicates a stockpile and wastepile area. Please clarify whether material will be
stockpiled,and if so,describe the reclamation of the area.
• Yes that was in error; stockpiles and wastepiles are identified on the mine
maps and accounted for in the affected acreage table.
5. Please clarify how dewatering will be accomplished within permit boundaries.
• Dewatering will not be onsite as the application states, but offsite. An
NPDES permit is issued,but we are verifying with Stormwater currently to
determine the correct permit number,status,etc.

b. Please label geographic controls(e.g.metes and bounds,coordinates)on corners of
the proposed permit boundary.
• The entire 411 acres is under permit,however rather than describing the
entire tract by survey map,we have provided the legal description. We have
located the corners near this permit by iron pins and have labeled with metes
and bounds and coordinates here for this excavation area.

Pumping Plan Narrative
T. Farrell Shingleton is expanding the mine excavation areas of an existing sand mine
permit. The mine is located at the end of Saps Rd at 904 Saps Rd. It has been in
operaton for at least 10-years.
This sand mine dewatering operations and monitoring plan is prepared to satisfy the
requirements of Section E listed in the NPDES General Permit NCG020000. The
proposed plan for this pit is to pump groundwater through a settling basin that discharges
in a non-erosive manner to the adjacent buffers further away from the existing wetland 50-
ft buffer. The wetland hydrology will be recharged during the dewatering rather than re-
directing groundwater away from the wetland source.
The property is in the Trumpeter Creek Watershed (C; Sw). During the intermittent
dewatering activities, the estimated withdrawal rate in gallons per day will be 480,000 GPD
based on a 1,000 GPM Pump running 8 hrs at a time. There are no residences within
500 ft of the property so no private wells will be affected.
OPERATIONS SEQUENCE
1. Ensure all stormwater runoff flows into excavation pit.
2. Install piezometers in the wetlands as described below.
3. Prior to full dewatering, inspect blind swales and vegetation stabilization.
a. Pump shall operate to a maximum of 480,000 GPD.
b. After dewatering is complete, follow Mining and Reclamation Plans.
MONITORING PLAN
(a) Piezometers Installation
Two piezometers (monitoring wells) approx. 3-4 feet in depth will be installed with data
loggers adjacent to the mine boundary just outside the limits of disturbance within the
wetland area. Current conditions must be logged and recorded prior to dewatering to
determine baseline conditions.
(b) Weekly Data Collection
Each piezometers data logger will record water levels every week the dewatering
operations are active. Data will be downloaded and documented. Rainfall will be with the
use of on-site rain gauges.
(c) Qualitative Site Evaluation
Site evaluations will include a qualitative description of site conditions and photographs in
order to document physical changes and monitoring. This evaluation will encompass an
area within a 100 foot radius around the piezometers. Within this area, the land surface
will be observed to identify evidence of soil instability, erosion, sloughing, subsidence,
collapse and/or absence of hydration. The standard US Army Corp of Engineers Wetland
Delineation Manual, latest edition, will be used to record soils, vegetation, and hydrology
during this evaluation.
