On behalf of T.Farnell Shingleton,we are submitting a response to your comments dated March 17,
2020. Please find your comments listed below with our response provided in bold.
1. Provide a detailed description of the modification request including any changes to the
existing permit conditions or previous applications.
• The revised mine modification applications and maps are associated with the
closing of Pit A under full reclamation,and the addition of a new Pit C. Pit B
was never excavated and will remain undisturbed. The bonded acreage should
be reduced from 17.2 acres to 3.10 acres. Please have someone from your office
or the regional office make a site visit to approve the final reclamation. We did
have staff from regional office visit the site recently,but not sure if they inspected
the reclamation of Pit A.
2. Provide an O&M Plan for the site,a valid wetland delineation approved by the USACE and
plan for solvent containment. No discharging of groundwater has been approved at this time.
If you are requesting to change this, provide proof that you have a NC G02 discharge permit.
• See copy of NPDES NCG 02 Permit NOI Application. A pumping plan is
provided per below.
3. Provide details regarding dewatering activities. Include pump type/model,pumping capacity,
hours of operation, etc.
• Provided herein.

(2)For a partnership or sole proprietorship: by a general partner or the proprietor,respectively;or
(3)For a municipality,state,federal,or other public agency: by either a principal executive officer or ranking elected official.
I hereby request coverage under the referenced General Permit. I understand that coverage under this permit will
constitute the permit requirements for the discharge(s)and is enforceable in the same manner as an individual
permit.

2. 1 agree to not discharge any sanitary wastewater from this mining activity except under the
provisions of another NPDES permit specifically issued therefore.
3. 1 agree that bulk storage of petroleum products and other chemicals shall have adequate protection
so as to contain all spills on the site.
4. 1 agree that solid wastes will be disposed of in accordance with N.C. statutes and rules governing
solid waste disposal.
5. 1 agree that maintenance activities for vehicles and heavy equipment will be performed so as to not
result in contamination of the surface or ground waters.

Pumpina Plan Narrative
T. Farrell Shingleton is proposing the construction of an additional sand mining pit. The
site is located at the end of Saps Rd at 904 Saps Rd.
The property is in the Godfrey Creek Watershed (C; Sw), but no mine dewatering is
planned to be discharged offsite. During excavation, the material will most likely be below
the water table and dewatering may occur. The estimated withdrawal rate in allons per
day will be 480 000 GPD based on a 1,000 GPM Pump running 8 hrs a day. Wumping will
only occur during daily operations.
Shingleton Farms will have a wetland scientist install wetland monitoring wells prior to
pumping to determine base hydric conditions. Once pumping occurs and runs for
a roximate 3-days, the wells will be checked for drawdown measurements. In the
event drawdowns exceed the US wetland hydrology standards, the consultant will
recommend no additional dewatering on the property.
