Subject: Firetower Road Sand Mine, Onslow County
Dear Mr. Parr;
I am writing in response to your letter of April 12, 2023 to Mr. Rick Williford, Sunland Sand
and Gravel, in which you requested additional information on their pending application for the
above referenced Mining Permit. I will respond to each item in your letter in the same order for
clarity:
1. The application for the CCPCUA Permit application is enclosed.
2. The Pumping Operation and Maintenance Plan is enclosed.
3. The NO] for the NPDES Permit is enclosed
4. Certified Mail Receipts for notification of adjoining property owners and Onslow County
Manager are enclosed.
5. The deed of the property, clearly describing the "proof of access easement or right of way
agreement' is enclosed.
6. The wetlands crossing is existing and has been used for agricultural and timber access for
many years. It is part of the US Army Corps of Engineers review of the wetlands delineation.
7. The wetlands were delineated by Mr. John Roberts, wetlands specialist. His map is
enclosed. The Army Corps of Engineers has not yet reviewed the delineation. Once the
delineation is reviewed and approved, we will send copies of the correspondence to you.

8. As you are aware, the 30x60 basin shown on the plan is not an Erosion Control structure but
is a dewatering structure that allows the pumped discharge water to flow more uniformly from
the discharge point. The volume of the basin is completely unrelated to any drainage area, so
there are no calculations relating to any surface runoff. There is no discharge of stormwater
from the mine during any storm event.All stormwater and groundwater is held within the mining
pit until the water is clear from sediment and can be discharged by pumping in accordance with
benchmark parameters of turbidity, total suspended solids, and settleable solids, as required in
the NPDES NCG02 General Stormwater Permit for Mining. The 30x60 basin is not necessarily
required for compliance with the NPDES permit but is included here to provide an extra
measure of assurance that the discharged water has a uniform flow and prevent erosion at the
discharge point. Water that is pumped into the basin will already be clear and will meet the
NPDES benchmark parameters.
9. The dewatering basin and rock filter will be kept clear of excess sediment and debris as
needed.
