This permit modification request is to install haul roads, screening berms, overburden stockpile
areas, and associated erosion& sediment control measures within the currently permitted area
near Lassiter Road and the existing plant at the site. These proposed features will not impact any
Waters of the US or the corresponding 50' buffer. Design plans and computations are included.
A driveway permit is being sought for through NCDOT by another parry for the haul road
intersection on Lassiter Road.

3. Mine maps must be accurate and appropriately scaled drawings,aerial photographs,or enlarged topographic maps of
the entire mine site.All aspects of the mine site must be clearly labeled on the maps along with their
corresponding(approximate)acreage.Thus,all mine and reclamation maps must denote those activities that
are intended to be conducted during the life of the mining permit.All maps must be of a scale sufficient to clearly

C. PROTECTION OF NATURAL RESOURCES
1. Describe in detail the sequence of events for the development and operation of the mine and reference the sequence
to the mine map(s).Attach additional sheets as needed.
A large portion of the site has been graded and developed into a quarry.
Erosion control measures will be installed prior to the development of any areas
that do not drain into the pit. Areas disturbed for the site development will be
stabilized once the final grades are obtained. A haul road that connects to the
over burden area will be installed for the development and operation of the mine
area in addition to erosion control measures.
2. Describe specific erosion control measures to be installed prior to land disturbing activities and during mining to
prevent offsite sedimentation(include specific plans for sediment and erosion control for mine excavation(s), waste
piles, access/mine roads,and process areas),and give a detailed sequence of installation and schedule for
maintenance of the measures.Locate and label all sediment and erosion control measures on the mine map(s)and
provide typical cross-sections/construction details of each measure. Engineering designs and calculations are required
to justify the adequacy of any proposed measures.
Existing sediment and erosion control measures were designed, approved, and installed per
the existing permit. These measures include conveyance channels, sediment basins (silt
traps and riser basins), sediment channels, and silt fence. See the construction sequence
plan in the Report below for the sequence of construction and maintenance. Additional
measures such as in-line settling ponds, check dams, and silt fence may be added to aid in
the reduction of storm water turbidity. Proposed measures include two additional sediment
channels, silt fence, and diversion ditches. Discussion of these measures can be found in
the report below.
3. A)Will the operation involve washing the material mined,recycling process water,or other wastewater handling?

If yes, briefly describe all such processes including any chemicals to be used.
Wash water generated in the sizing-wash screen will continue to flow via pipe to the closed-loop,non-discharge settling pond.
Settling is performed by gravity and the use of flocculants. The water will be recycled as wash water.
Site stormwater also received additional treatment. Runoff from the pit expansion areas is diverted into the pit sump or nearby
sediment basins. Runoff from the area around the office is collected in a catch basin downstream of the parking lot. The runoff
from the other disturbed areas is collected in settling basins to provide additional settling. Water is discharged from the pit
sump infrequently and in accordance with the existing NPDES Water Quality Permit NCG020107. Rockingham Quarry has
received inspections from the Division of Water Quality and has fully cooperated with their requirements and recommendations.
B)Will the operation involve discharging fresh or wastewater from the mine or plant as a point discharge to the waters
of the State?

All water discharges from the site are covered by the existing NPDES permit.

from the Division of Water Resources,Ground Water Management Branch,if the operation lies in a capacity use area
and withdraws more than 100,000 gallons per day.
We hold General Permit No. NCG020000, Certificate of Coverage NCG020107
that addresses and covers water management, including dewatering, process
water, and stormwater discharges. We are not required to obtain a capacity use
permit; however, we have registered our water use with the Division of Water
Quality.
4. A)Will the operation involve crushing or any other air contaminant emissions?

If yes,indicate evidence that you have applied for or obtained an air quality permit issued by the Division of Air Quality
or local governing body.
We hold Air Permit 02612R19 issued by the NCDEQ Division of Air Quality.
B)How will dust from stockpiles,haul roads,etc.,be controlled?
Fugitive dust from stockpiles and haul roads will be controlled by the use of
water truck. Water will also be applied at the appropriate areas throughout the
crushing circuit by use of spray bars.

5. A)A buffer will be required between any mining activity and any mining permit boundary or right-of-way. It may be an
unexcavated buffer(no excavation, but roadways,berms,and erosion&sedimentation control measures may be
installed within it),an undisturbed buffer(no disturbance within the buffer whatsoever),or a combination of the two,
depending upon the site conditions. Note that all buffers must be located within the mining permit boundaries.
How wide a buffer will be maintained between any mining activity and any mining permit boundary or right-of-way at
this site?A minimum buffer of 25 feet is recommended,although a wider buffer may be needed depending on site
conditions. Show all buffer locations and widths on the mine map(s).
An unexcavated buffer zone of at least 25 feet wide will be provided between
any mine excavation or overburden storage and adjacent property lines on the
original permitted tract. A minimum buffer of 10 feet will be provided between
the property lines and fill slopes. Slopes will be graded no steeper than a 2:1
ratio and stabilized after grading to protect adjoining permit boundaries. Erosion
control measures may also be installed in this buffer to prevent sediment loss.
B)A minimum 50 foot wide undisturbed buffer will be required between any land disturbing activities within the mining
permit boundaries and any natural watercourses and wetlands unless smaller undisturbed buffers can be justified.
Depending on site conditions,a buffer wider than 50 feet may be needed.
How wide an undisturbed buffer will be maintained between any land disturbing activities within the mining permit
boundaries and any natural watercourses and wetlands at this site?Show all buffer locations and widths on the mine
map(s).
A minimum buffer width of 50 feet will be maintained adjacent to streams and
wetlands, except for areas where impacts are proposed, impacts have been
previously permitted, and in locations for temporary crossings.
6. A)Describe methods to prevent landslide or slope instability adjacent to adjoining permit boundaries during mining.
Minimum 2 horizontal to 1 vertical slopes or flatter for clayey material and minimum 3 horizontal to 1 vertical slopes or
flatter for sandy material are generally required unless technical justification can be provided to allow steeper slopes.
A 25 foot minimum buffer will be maintained between any new cut slopes and
adjacent properties. The slopes will be constructed at a 2H:1V slope angle and
seeded/munched immediately upon completion.
B)Provide a cross-section on the mine map(s)for all fill slopes(berms, waste piles, overburden disposal areas,etc.),
clearly indicating the intended side slope gradient,installation of any benches and/or slope drains(with supporting
design information)if needed, and the method of final stabilization.

C)In excavation(s)of unconsolidated(non-rock)materials,specify the angle of all cut slopes including specifications
for benching and sloping. Cross-sections for all cut slopes must be provided on the mine map(s).
See the previously approved mine permit modifications for overburden storage
area construction plans for the typical slope, bench, and slope drainage details.
The typical pit wall detail and typical reclamation slope are shown on the
reclamation plan.
D)In hardrock excavations,specify proposed bench widths and heights in feet.Provide cross-sections of the mine
excavation clearly noting the angles of the cut slopes, widths of all safety benches and mine benches, and the
expected maximum depth of the excavation.
Overburden slopes that exceed 45 feet in height will have a 15 foot bench incorporated
with every 40 feet of elevation change. Final overburden slopes will be at a 2H:1 V slope
angle unless noted otherwise on the plans. An eight to twelve degree back slope from
vertical with a 30 foot wide bench at 80 vertical feet intervals will be provided in new
expanded pit areas.
7. Describe other methods to be taken during mining to prevent physical hazard to any neighboring dwelling, house,
public road,or public,commercial or industrial building from any mine excavation.Locate all such structures on the
mine map if they are within 300 feet of any proposed excavation.
The existing pit excavation is a minimum of 25 feet from adjacent properties. In
addition, earthen berms have been constructed or evergreen trees planted to
screen the quarry from adjacent structures or public roads.
8. Describe what kind of barricade will be used to prevent inadvertent public access along any high wall area and when it
will be implemented.Vegetated earthen berms,appropriate fencing and adequate boulder barriers may be acceptable
high wall barricades.A construction detail/cross-section and location of each type of barricade to be used must be
indicated on the mine map(s).
A combination of earthen berms, fencing, and boulder barriers now surround the
pit high wall and property and will be maintained as a permanent barricade.
These structures will continue to be used for the site development. In addition, a
20' horizontal safety bench will be constructed along the toe of the dirt slope and
the top of the rock junction.

The mine site is screened by with a combination of existing vegetation and
earthen berms along the perimeter of the site.
B)Could the operation have a significantly adverse effect on the purposes of a publicly owned park,forest,or

11. Will explosives be used?

location to nearby structures, more detailed technical information may be required on the blasting program(such as a
third-party blasting study).Locate the nearest offsite occupied structure(s)to the proposed excavation(s)on the mine
map and indicate its approximate distance to the proposed excavation.
Emulsion-type explosives will be used. Drilling, loading, and blasting operations
will be performed by qualified personnel who will follow the blasting techniques
and procedures recommended by blasting specialists. Records for each blast
will be maintained, and we will monitor all blasts with a seismography and record
the location, distances from the blasts, and identity of the property owner where
the unit is located.
12. Will fuel tanks,solvents,or other chemical reagents be stored on-site?

D. RECLAMATION PLAN
1. Describe your intended plan for the final reclamation and subsequent use of all affected lands and indicate the
sequence and general methods to be used in reclaiming this land.This must include the method of reclamation of
settling ponds and/or sediment control basins and the method of restoration or establishment of any permanent
drainage channels to a condition minimizing erosion,siltation and other pollution. This information must be illustrated
on a reclamation map and must correspond directly with the information provided on the mine map(s). In addition,
design information,including typical cross-sections,of any permanent channels to be constructed as part of the
reclamation plan and the location(s)of all permanent channels must be indicated on the reclamation map.
Reclamation at Rockingham Quarry is an ongoing process. Through on-site
inspections, Vulcan Construction Materials monitors, on a periodic basis, the site
for areas that may need maintenance or construction of additional erosion and
sediment control measures. After the mining operation has ceased, all of the

kind of permanent barricade will be left.Acceptable permanent barricades are appropriate fencing,large boulders
placed end-to-end,etc. Construction details and locations of all permanent barricades must be shown on the
reclamation map.
"No Trespassing - Open Pit" signs will be placed around the perimeter of the
mined site. A chain-link fence has been provided around the highwall area of
the pit. Rock boulders and berms will be provided along other areas. Access to
the mine via auto will be limited only to the gated entrances.

4. Indicate the method(s)of reclamation of overburden,refuse,spoil banks or other such on-site mine waste areas,
including specifications for benching and sloping. Final cross-sections and locations for such areas must be provided
on the reclamation map.
All dirt slopes are to be constructed with 2:1 slopes or flatter. The slopes are to
be seeded with the approved seed mix and stabilized.
5. A)Describe reclamation of processing facilities,stockpile areas,and on-site roadways.
The area occupied by the processing facilities, stockpiles, and on-site roadways
will be regraded and contoured to a stable condition. These areas will then be
vegetated per approved seed mix.
B)Will any on-site roadways be left as part of the reclamation?

If yes, identify such roadways on the reclamation map and provide details on permanent road and ditch line
stabilization.
The main access road into the property is to be left intact. The ditches are to be
lined with riprap and/or seeded to prevent erosion. The main haul road and
service roads will remain for vehicular access to the lake formed by the pit.
These roads shall be stabilized while the quarry is active. The roads and their
need for maintenance will be determined by the future use of the site after the
operation has ceased.
6. Describe the method of control of contaminants and disposal of scrap metal,junk machinery,cables,or other such
waste products of mining.(Note definition of refuse in The Mining Act of 1971.)
No off-site-generated waste shall be disposed of on the mine site without prior written approval from the NC
Department of Environmental Quality, Division of Energy,Mineral,and Land Resources and either the Division
of Waste Management(DWM)or local governing body.If a disposal permit has been issued by DWM for the
site,a copy of said permit must be attached to this application.All temporary and permanent refuse disposal
areas must be clearly delineated on the mine map(s)and reclamation map, along with a list of items to be disposed in
said areas.
No offsite or onsite generated waste will be disposed or left onsite. Vulcan
operations seek to optimize both waste minimization and recycling to the degree
possible. This includes but is not limited to all petroleum products, scrap metal,
machinery, equipment, and other items and products.

1.0 INTRODUCTION
Vulcan Construction Materials, LLC ("Vulcan") operates the Rockingham Quarry, Permit No.
77-01, in Richmond County, North Carolina. The site is located on the south side of NC
Highway 1117, Galestown Road, where it intersects US 74.
This mining permit modification provides an overview of the existing conditions of the quarry
and a detailed plan for the proposed site improvements. The proposed activities are to be within
existing permitted mine boundary and utilizes the northeast side of the existing quarry property
to expand the second quarry excavation pit to remove granite rock.
1.1 EXISTING CONDITIONS
Property and Permit BoundarX
The existing permitted property at Rockingham Quarry consists of 1,467.22 acres of land owned
by Vulcan Lands, Inc. This permitted area is shown on Drawing C 100 - Operations Plan in
Appendix A.
Landuse
Within the 1,467.22-acre permitted area, Vulcan currently has approximately 564.4 acres for
quarry related activities including: approximately 58.0 acre for tailings / settling pond area, 158.0
acres for overburden (dirt) storage area, 54.9 acres for stockpiling, 63.3 acres for processing /
haul roads area, and 230.2 acres for mine excavation area. The remaining areas are used for
buffers and wildlife enhancement.
Wetlands and Streams
The area included in this permit modification request has been investigated for the presence of
Waters of the U.S. (wetlands and streams). Any such areas have been verified and delineated
using appropriate protocol and their locations surveyed. Phase 2 of the proposed modification
area does not have impacts to Waters of the US.

1.2 PROPOSED MODIFICATIONS
All the property involved in this mine permit modification (approximately 80.7 acres) is within
the existing approved mine permit boundary. There are no new lands being added to this permit.
This modification would change the total affected/bonded acreage to approximately 697.3 acres
= (existing permitted of 616.6 plus the proposed disturbance of 80.7). All land associated with
the mine permit modification is owned by Vulcan Lands, Inc. (a wholly owned subsidiary of
Vulcan Materials Company).
The permit modifications consist of four parts:
1. Construct intersection through Lassiter Road; connect proposed haul road to existing
quarry west of Lassiter Rd and the proposed haul road to the proposed overburden area
east of Lassiter Rd to the road crossing; clear and place overburden area in phases.
2. Construct screening berm at locations on the edge of property.
3. Place overburden material in a valley created by existing stockpiles south of the existing
plant.
4. Clear area for future Duke Energy easement clearing.
A driveway permit for the intersection at Lassiter Road will be applied for through NCDOT by a
third party.
1.3 PHASE 2 WATER MANAGEMENT
At the commencement of Phase 2 area construction, timbering of the area shall have been
completed as part of Phase I construction activities. Area timbered would have followed the 25'
Mining Program property buffer, the 150' zoning property buffer, and the 50' stream and

Erosion and sedimentation controls for clearing and grubbing Phase 2 and construction of the
access roads are shown on C300 in Appendix A. These erosion and sedimentation control
measures consist of silt fence, silt fence outlet, diversion ditches, sediment channels with rock
check dams, and sediment trap. The perimeter channels will divert runoff from denuded areas
into sediment channels and sediment trap. The overburden area will be cleared in phases and
placed within the specified limit as shown on the plans. As the overburden pile is raised, side
slopes will be graded with benches sloped to drain inward and down to collection points. HDPE
slope drains will be installed at these collection points and run perpendicular downslope to drain
into sediment basins or into the sediment channels.
The sediment trap and channels are sized based on the watershed areas draining into them and
located at natural drain points of the existing site. Calculations for the proposed control
measures are found in Appendix B.
Runoff from the haul road west of Lassiter Road will drain into the existing quarry pit.
Diversion channels will be lined according to the calculations provided in Appendix B (Ditches).
1.4 CONSTRUCTION SEQUENCE FOR PHASE 2
1.4.1 Construction of Haul Roads and Overburden Area near Lassiter Road
1. Install perimeter silt fence. Clear only areas necessary to install the silt fence.
2. Clear enough area to construct sediment channel access road and channel. Install
riprap outfalls at Sta 8+24 and Sta 24+28 as shown on plans. remove sections of silt
fence through these outfalls when outfall construction is complete.
3. Install sediment channel rock dams at stations shown on plans.
4. Install diversion channels and culverts.
5. Construct mining haul roads.
6. Construct intersection to Lassiter Road. No disturbance at the road right-of-way shall
occur until permit from NCDOT has been obtained.

7. Construct mining haul road to existing quarry pit.
8. Clear overburden stockpile area in phases. Apply overburden soil according to the
final grading as shown on C301. Install diversion channels on benches and slope
drains as the slope rises.
1.4.2 Construction of Screening Berms
1. Install silt fence and silt fence j-hooks at screening berm locations. Install silt fence
outlets at low points (see C302 and C303)
2. Construct screening berm at locations shown on C302 and C303.
1.4.3 Construction of Overburden Area near Existing Plant
1. Install silt fence at overburden area to the south near existing plant (see C304). Clear
only areas necessary to install the silt fence.
2. Construct sediment trap and spillway. Stabilize slopes with erosion control blanket as
necessary.
3. Install diversion channels draining to the sediment basin.
4. Clear overburden area in phase and apply material according to the grading plan as
shown on C304. Install diversion channels and slope drain as the slope rises.
1.4.4 Clearing Construction of Future Duke Energy Easement
1. Install silt fence outlet at location shown on plan (see C305).
2. Install silt fences at locations shown on plan (see C305). Clear only areas necessary
to install the silt fence outlet and silt fence.
3. Clear easement area within limit of disturbance and stabilize immediately with
permanent seeding.
