RE: Revocation of Mining Permit No. 67-67
Coastal River Investments Mine
Onslow County
White Oak River Basin
Dear Dr. Taylor:
The purpose of this letter is to make you and your company aware that Mining Permit No. 67-67 has been
automatically revoked as required by N.C.G.S. §74-50 (c) of the Mining Act of 1971 (copy enclosed) because the
canceling bond was never reinstated or replaced prior to its cancellation date.
As you are aware, this office received the required 60 day Notice of Bond Cancellation from First Citizens Bank of
your company's $39,900.00 mine reclamation bond (Irrevocable Standby Letter of Credit No. SB92857) for this
site. This office issued you a letter confirming the pending cancellation on September 30, 2021, which your
company received on October 6, 2021. This letter stated that if the bond was not replaced by October 29, 2021, the
permit would be automatically revoked and no longer valid.
An inspection of the site by personnel from the Wilmington Regional Office was last conducted on October 18,
2022. The inspection revealed that the site was not sufficiently reclaimed. Please note that no mining activities
may occur at this site until an application for a new mining permit is received and approved by this office.

Lastly, please note that since your mining permit has been revoked, N.C.G.S. §74-51 (d) of the Mining Act of 1971
provides that the Department may deny any future mining permits to the parent, subsidiary or other affiliate of the
applicant or parent that was issued this mining permit.
If you have any questions regarding this matter, please contact David Miller, PE, at (919) 707-9220.
