Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

an addition of a finger pier to a previously permitted pier
Development Project, at Location 206 Evergreen Drive,
Perquimans County
This letter is in response to your objection as an adjacent riparian property owner to a
permit request from Ronald Chapman for the addition of a finger pier to a previously
permitted docking facility at 206 Evergreen Drive, Perquimans County. Cynthia
Rountree, of the Division of Coastal Management staff, and I were on site March 2,
2020 to evaluate the permit applicant's request.
The permit applicant has requested a permit to add a 6 foot by 14.5 foot finger pier to
a previously permitted docking facility. Under the Coastal Area Management Act
(CAMA), the Coastal Resources Commission (CRC) has established Rules for General
Permits for this type of development that are found in 15A NCAC 07H .1200.
You have notified the Division of Coastal Management of your objections to this
proposed development by e-mail on Friday February 28th. Your objections to this
proposed development related to the pier width being greater than 6 feet. The Division
has reviewed your objections, along with all aspects of this development proposal for
consistency with the aforementioned Rules, which describe the CRCs standards and
guidelines for this type of development. Our review of the proposed development has
found it to be consistent with these Rules.
Regarding your objection that the proposed pier being greater than 6 foot in width, as
per 15A NCAC 7H.1205(d). The proposed additional finger pier is not considered part
of the pier width, but a separate component extending from the pier.

After having given careful consideration to your objections to this proposed
development, we have determined that it is consistent with the Rules of the CRC and
the State's Coastal Management Program, and that all pre -requisites have been
satisfied. Therefore, the Division of Coastal Management issued General Permit No.
78521A on March 2, 2020 (copy enclosed) for the proposed development.
If you wish to appeal this permit decision, you must file a Third Parry Hearing Request
Form with the Director of the Division of Coastal Management within 20 days of the
permit issuance date. If you choose to pursue an appeal, please contact this office so
that we can provide you with the appropriate forms and addresses. Information about
the third -party appeals can be found at: https://deq.nc.gov/about/devisions/coastal-

We would like to request approval for a modification to the previously approved CAMA General
Permit for a boat house/boat lift adjacent to our property located at 206 Evergreen Drive,
Hertford, N. C., 27944. The approval date was 3 October 2019.
The purpose of the modification is to add a walkway across the width of the boat house/boat
lift to enhance ease of access. The walkway dimensions will be 6 feet by 14 1/2 feet.

If you have objections to what is being proposed, you must notify the Division of Coastal
Management (DCM) in writing within 10 days of receipt of this notice. Correspondence should be
mailed to 401 S. Griffin St., Ste 300, Elizabeth City, NC, 27909. DCM representatives can also be

notified by Certified Mail.

Dear Sir:
Mr. Chapman (206 Evergreen Drive, Hertford) has submitted
another permit for a walkway addition to his pier (approved 3 Oct
2019). I am disputing the proposed permit of Ronald Chapman
because at the point where the proposed walkway is constructed, the
pier will exceed the allowed 6 feet (in fact will be 20.5 feet wide). See
the direct quote (from the CANZA permit info) below:
"Piers cannot be wider than 6 feet. XX%ider piers may be
permitted one, if the greater width is necessary for safe use, to
improve public access, or to support a water -dependent use that
cannot otherwise occur."
I do not believe this `walkway' is necessary for the safe use of the
pier/boat house. Please inform me of the status of this permit after
your decision.

Pier is to be 48 feet in length and 6 feet in width- The boat house dimensions vvili be 14.5 feet
by 27.5 feet with a height from the too of the pier to the top of the boat house of approximately
