The crossing is located in Zone AE of FIRM Map number 3720634800J. EXISTING CONDITIONS The existing Newport River crossing is a 209'-3" open deck timber trestle consisting of 1 - 50'- 2" steel swing span and 16 - timber spans of various lengths in a 200' right-of-way. The existing substructure consists of 3 masonry piers and 18 timber pile bents. At spans 4, 6, 9 & 10, the existing timber piers are supplemented with "pipe pile" bents. The Newport River is located in the White Oak River Basin and classified Class 'C' waters at the crossing. In accordance with the Land Cover and Use guide adopted by North Carolina, the land cover outside the existing railroad "roadbed" is categorized as a "Bottomland and Wet Hardwoods Forest Land" (413). No detailed environmental investigations or surveys have been performed at the site since all proposed construction will be within the limits of the existing roadbed. PROPOSED CONDITIONS The proposed Newport River crossing will be a 229'-0" trestle consisting of 11 precast, prestressed concrete spans supported on precast concrete caps and 12.75" steel pipe piles. The pipe piles will be filled with cast -in-place concrete after they are driven. The proposed trestle will be constructed on the same alignment as the existing trestle and will include approximately 4,700' of approach improvements. These approach improvements are the result of raising the grade of the trestle to meet the navigational clearances required by CAMA. The proposed trestle also provides an increased hydraulic opening area (conveyance) as compared to the existing structure, resulting in a "No Rise" condition. As noted above, all work associated with this project will be within the footprint of the existing roadbed so there will be no environmental impacts other than temporary impacts for removal of the existing trestle and piers. Except as noted below, all work of constructing the proposed trestle and removing the existing timber and steel piers will be performed in "top down" fashion using rail mounted equipment which will access the work area via the track. Since the proposed alignment is the same as the existing alignment, this work will be conducted between regularly scheduled trains and, in some cases, during a prearranged track outage of longer duration (up to 24 hours). Construction materials and various tools will be staged on high ground at the Willis Farm Road grade crossing just east of the work area. The staging area will also include an enclosed wash down area for concrete trucks. Track profile adjustments will be done in stages to accommodate proposed trestle construction. Prior to construction, the track surface will be lifted just enough to maintain vertical alignment of the track surface during staged trestle construction. Final track profile will be achieved after the proposed trestle is completely constructed. The work of demolishing and removing existing masonry abutments and piers will be performed from the river with barge mounted equipment. Due to the amount of time required for these operations, they cannot be accomplished during span change -out operations while still keeping the track in service. We have reviewed Mr. Archual's architectural resources report, photographs, and site forms and agree with his finding that no historic properties will be affected by the proposed undertaking. This determination is based on our opinion that none of the properties in the Area of Potential Effects is eligible for listing in the National Register of Historic Places, including the rail crossing or the Amos -Parker House. While the Amos -Parker House is a representative example of the bungalow style, there are better examples of it found throughout Carteret County. Had Dr. Little believed that it might be eligible for listing in the National Register, she would have moved to place the house on the State Study List at the end of the comprehensive Carteret County survey in 2011. As noted in the report, the rail crossing is old, but repairs, replacement of parts, and rebuilding mean that it lacks integrity of design, construction methods, and materials. Because there were fewer than ten new properties identified in the report, we will transfer the information, mapping, and site forms into our statewide survey database and GIS. We appreciate the thorough documentation of these additional resources. There are no known archaeological sites within the proposed project area. Based on our knowledge of the area, it is unlikely that any archaeological resources that may be eligible for inclusion in the National Register of Historic Places will be affected by the project. We, therefore, recommend that no archaeological investigation be conducted in connection with this project. HNTB provided the following information: • A Bing Map image of the site, site photos, draft permit drawings and draft construction plans were reviewed. • Construction will be staged at the "at grade" crossing with SR 1211 (Willis Farm Road) as shown on Permit Drawing Sheet 2 of 3. Page 1 of 4 • The proposed trestle will provide equal or greater conveyance of flows when compared to the existing structure. o In accordance with CAMA requirements, all proposed span low chord elevations will be above existing low chord elevations. o To provide the required clearances, the grade of the railroad was raised approximately 2.0' at the proposed bridge crossing. • Existing trestle length is 209'-3" with 22 piers. o The navigation span (span 1 & 2) is a steel span. o All remaining spans are timber, some with timber cross bracing. o There are three (3) masonry piers that will need to be removed. o Per discussion with Jonathan Hocker of Norfolk Southern RR, demolition work for these piers will likely be performed from a barge. o The removal of the interior masonry bents will be performed as one of the final work items. o The existing timber piles will be either removed entirely or cut off just below the mud line. • Proposed trestle is 229'-0" in length and contains 11 spans. o The proposed bridge deck will be concrete cored slab and box units. o Piles will be steel pipe piles filled with concrete. o The proposed pipe piles will be filled with concrete from a rail mounted crane with a dump bucket and chute. o Pier caps will be pre -cast concrete units that include a steel plate for attachment to the steel pipe piles. The caps will be slid into place and welded to the piles. o Deck drains will be placed in the parapet walls of all spans to prevent water from being held on the bridge deck. o Deck drains will discharge directly into river. • Other than removal of the existing masonry end bents and 3 -masonry interior bents, land disturbance activities are limited to the staging area. o The anticipated land disturbance area is well below 1 acre. • Turbidity curtains will be placed around all in water work. • All construction will be within the footprint of the existing roadbed. • Construction will generally be performed while the track is in service; some operations will require prearranged track outages of short duration. • NS intends to construct the proposed trestle with its internal Company forces. Page 2 of 4 A The following com;7ents were received from the Agencies in attendance: General • The agencies requested that some form of catchme-t system be employed beneath the pipe piles when they are being filled to prevent accidental spillage of fresh concrete into the creek. • The agencies expressed concern about how the masonry piers will be removed and how debris will be prevented from being deposited in the river. • The following concerns were expressed about the barge & crane: o How will barge & crane be moved to site? o How much water does the barge & crane draw? o Can the crane be moved to the barge once the barge is on site? o Need to avoid "dragging" the barge across the bottom and disturbing existing vegetation. • The Project Narrative should be revised to include sections on the demolition of existing structure and construction of the proposed structure. • What is the anticipated duration of construction? • There may be a "moratorium" for in water construction. o Lyn advised that she will contact NCWRC for their input. o HNTB advised that all in water construction would be completed prior to February so this should not be a concern. CAMA • Stephen noted that HNTB had incorporated all of his comments from the field meeting held on July 9, 2012. • All adjacent riparian property owners are required to be shown on the plans and notified by "registered return receipt requested" about the proposed project. The affected property owners have 10 days to review provided permit information and provide comments about the project. If comments are not received within the 10 day period, "no objection" is recorded and the Permit can be issued. • State Historic Preservation Office (SHPO) should be contacted concerning the masonry piers. o Lyn advised that she would provide contact information for SHPO to HNTB via e-mail. • MP -1 & MP -5 Forms along with $400.00 fee are required. • Review time is 2-3 weeks after "Complete" Application is received. o Stephen will need approvals from other agencies before he can approve. Page 3 of 4 NC DWQ • Garcy advised that if the COE does not require a permit, DWQ would not require any submissions/approvals. o He added that if the COE requires a NWP or GP, 401 Certification would be required. o If 401 certification is required, a PCN would be required. • DWQ has 45 days to comment and 60 days to issue the 401 Certification. • The direct discharge of stormwater from the bridge into the creek is a concern. o HNTB advised that all water that falls onto the bridge will be filtered through ballast stone before it's discharged into the creek. • If required, submissions will need to be made to Raleigh, Attention: Garcy Ward, Washington Regional Office. (at project site) Purpose: CAMA Project Field Review Attending: Stephen Lane, CAMA Jonathan Hocker, Norfolk Southern (NS) Odell Collins, NS Neil Greenlee, HNTB James Byrd, HNTB Following is a brief summary of topics discussed at the subject meeting: 1. Project can be permitted under a General Permit (as opposed to a "Major Permit") under the following conditions: o No fill is placed outside the established toe of slope o No temporary work bridge(s) are used o Existing horizontal and vertical navigational clearances are maintained 2. Proposed bridge will adhere to FEMA "no rise" certification criteria. 3. Existing "navigational channel" is adjacent to the west abutment underneath the swing span. This channel will be preserved in the proposed bridge layout. 4. Proposed span lengths and pier locations will be determined so as to avoid pile driving conflicts with existing piers. If possible, given this constraint, an additional navigational channel will be established near the east end of the proposed bridge. 5. Proposed bridge low chord elevations will be at or above existing bridge low chord elevations. 6. Proposed abutments will be located behind existing abutments in the approach embankments. Embankments will be cut back as necessary to provide standard end slopes for the proposed condition, thus eliminating the need for placing backfill in the floodplain at both new abutments. 7. Proposed bridge will be constructed in "top down" fashion during prearranged track outages. Staging area(s) will be on "high ground" in the vicinity of the first grade crossing east of the bridge, from whence materiel will be transported back and forth via track mounted equipment. 8. CAMA prefers that existing bridge piling in the channel be entirely extracted and removed. A "good faith" attempt at this must be made, but if piles break up (as will likely be the case with battered timber piles in particular) then it will be acceptable to cut them off at or below the mud line. 9. Allow up to 60 days of concurrent agency review time once CAMA has received the completed application package. 10. CAMA requested copy of existing bridge layout and site topo map showing bottom contours of the project area. Page 1 of 2 11. CAMA requested available historical information on the structure in advance of the pre -app meeting for the purpose of determining if SHPO coordination will be necessary. 12. Based on the field review, CAMA is of the opinion that this is a transportation project and should be reviewed out of the Washington Regional Office.
