and attached general and specific conditions. Any violation of these terms
may subject the permittee to a fine, imprisonment or civil action; and
may cause the permit to become null and void.
This permit must be on the project site and accessible to the permit of-
ficer when the project is inspected for compliance. The applicant certi-
fies by signing this permit that 1) this project is consistent with the local
land use plan and all local ordinances, and 2) a written statement has
been obtained from adjacent riparian landowners certifying that they
have no objections to the proposed work.

Dear Mr. McLees:
This correspondence is in reference to your objection to the construction of a bulkhead
proposed by one of your adjacent riparian' neighbors, Mr. Mike Guzzo, on lot #9, in Orchard
Creek Estates, off Pamlico Road, adjacent to Orchard Creek, near Oriental, Pamlico County. Mr.
Guzzo proposes to install approximately 85' of bulkhead along the shoreline landward of all marsh
on the aforementioned lot.
The North Carolina Division of Coastal Management has given your objections careful
consideration and has determined that the project is consistent with the appropriate rules and
regulations of the Division. Consequently, the Division issued a CAMA General Permit to Mr.
Guzzo on December 3, 1999. A copy of the permit is enclosed for your perusal.
If you wish to appeal this permit decision, you may file a request with the Director of the
Division of Coastal Management, Department of Environment and Natural Resources within 20
days of the permit decision. If you have any questions regarding this matter, please don't hesitate
