Your attention is directed to item 4, particularly to the
crossing of the 404 wetland shown on the plan. The Wilmington
Office of the COE is presently issuing a notice for a NP-14 to
cover the proposed crossing. A copy of the 401 Certification
Concurrence Application and transmittal letter to Mr. John
Dorney of the NC DEHNR Division of Water Quality Planning is also
enclosed for informational purposes.
It is believed that the information provided is that needed in
order for your office to issue a permit for construction of the
proposed pier and dock with "T head". However, if any additional
information is needed, please contact the undersigned and such
will be provided immediately, as commencement of construction is
eagerly awaited.
Thank you for your considerations, and for making time to talk
with Katherine and me last year at about this time when we were
considering purchase of the property.

The undersigned met in the field with Mr. Steve Chapin of the COE
on March 24, 1992 to inspect the proposed driveway crossing of a
404 Wetland described on the accompanying application and five
(5) drawings. Mr. Chapin advised he would be preparing a letter
relative to NP 14 for the crossing, and that the letter would be
conditioned on the issuance of a 401 certification compliance by
the DEM.
Enclosed, please find the following with regard to this matter:
1. seven (7) copies of completed JOINT APPLICATION FORM
FOR NATIONWIDE PERMITS THAT REQUIRE 401 CERTIFICATION
CONCURRENCE, pages 1 and 2;
2. seven (7) copies each of the following drawings which
describe the general and specific locations of the
proposed 404 Wetland Driveway Crossing, as well as the
details of the driveway construction and proposed site
improvements which require the proposed crossing --
