This permit is subject to compliance with this application, site
drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine,
imprisonment or civil action; and may cause the permit to be-
come null and void.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.
The applicant certifies by signing this permit that 1) this pro-
ject is consistent with the local land use plan and all local
ordinances, and 2) a written statement has been obtained from
adjacent riparian landowners certifying that they have no
objections to the proposed work.

Re: General Permit for Boatlift Using Davit System
Dear Terri:
I have enclosed the consents signed by the Taylor's Creek Owners'
Association, Inc. and Steve Weeks as the adjoining riparian owner
on the west. As you will recall, I telephoned you several weeks
ago and indicated that I was the owner of Lot 5, Taylor's Creek
Subdivision, near the end of Lennoxville Road. The Taylor's Creek
Owners' Association, Inc. has built a dock on the east side of
Cowpen Creek which is approximately 125 feet in length, and Lots 1
through 5 of Taylor's Creek Subdivision have been assigned spaces
on the dock.
Lot 5 on which I reside has been assigned the northernmost 25 feet
of the dock, and I am proposing to install two pilings
approximately 30 feet in length adjacent to pilings of the current
dock and install the davit system on each new piling. The davit
system will be installed adjacent to the existing dock and no out
pilings will be installed so that navigation in Cowpen Creek is not
interfered with.
You indicated that I would need consent from the adjoining riparian
owner as well as the Association and the same are enclosed.
Hopefully, you will be in a position to give me a general permit.

Terri Barrett with the Office of Coastal Management indicates that
I will need the consent of the Taylor's Creek Owners' Association,
Inc. for the placement of a boatlift on the slip assigned to Lot 5
where I reside. I have discussed construction of the slip with
Mike Noe who has indicated that the davit system may be used.
Accordingly, he proposes to place two 25 foot pilings adjacent to
the current dock and to install the davit system on the pilings so
as to lift my boat out of the water. It will not be necessary to
install any pilings away from the dock.
I will need permission from the Homeowners' Association to obtain_
the permit. I will be running my own electricity to the dock and
will do so after I confer with you regarding the placement of the
electrical line and type of service.
So as to expedite the permit, please sign the bottom of this letter
on behalf of the Association and return it to the undersigned.

Mike Noe indicates that he can install for me the davit boatlift
system. He will install two 25 foot pilings adjacent to my slip
together with the lifts on the two pilings so that it will not be
necessary to sink pilings in Cowpen Creek.
In order to do this Terri Barrett with the Office of Coastal
Management indicates that I will need your permission as the
adjoining riparian owner. I hope that you will give permission for
the installation of the davit system adjacent to my dock in
accordance with this letter.
Please rest assure that if the davit system cannot be installed
without the use of any pilings in Cowpen Creek other than adjacent
to my dock, this letter will not constitute permission for the same
and I will contact you again with any change of plans.
