Box 786 Richlands, North Carolina 28574 Dear Mr Venters: Please reference your letter of January 27, 1999 to the NC Division of Coastal Management concerning your objections to the proposal by Shoffner and Sterchi to construct a bulkhead adjacent to your property on Bogue Sound, in Carteret County. The Division appreciates your concerns about the proposed development, and has looked closely at the potential adverse impacts the proposal may have on the estuarine system and adjacent shorelines in the project area. However, the proposed bulkhead has been determined to comply with the Rules of the Coastal Resources Commission. Subsequently, the Division will issue a CAMA Permit for the proposed action. As the applicant's agent, Pat Patterson, stated at the site meeting on February 09, 1999, the applicant has indicated an interest in mitigating your concerns by locating the bulkhead landward of the approved alignment, and placing rock against the wall to deflect some of the wave energy. As Mr. Patterson has not submitted the final plan, I cannot say for sure whether the request will be altered in this manner. However, the rules allow for traditional shoreline stabilization along the alignment flagged. When this permit is issued, you are welcome to call for a copy for your files. IN ADDITION, THE PROPOSAL CALLS FOR BACKFILL MATERIAL BEING PLACED IN A LARGE AREA BEIWEEN THE MEAN HIGH WAFER MARK AND THE OBVIOUS FLOOD ZONE LINE WHICH ENDS AT THE EXISTING DUNE OR "ROGUE BANK" which is also the NORTHERN END OF LOT 5, BLK. A, ARCHERS POINT. CONSTRUCTION OF A BULKHEAD AT THIS LOCATION WOULD NOT BE APPROPRIAIE FOR SEVERAL REASONS: 1. IT IS A WELL KNOWN FACT THAT A BULKHEAD HARDENED SHORELINE ACCELERATES EROSION ON ADJACENT AND NEARBY PROPERLY. 2. A BULKHEAD IS SUBJECT I'D ROT, DETERIORATION, AND UNSIGHTLY APPEARANCE WI1H THE PASSAGE OF LIME. 3. BULKHEADS ARE OFTEN UNDERCUT BY WAVES AND TIDAL ACTION, CAUSING THEM 1-0 GRADUALLY COLLAPSE. A MORE DESIRABLE APPROACH WOULD BE 1*0 USE A QUARRIED PRODUCI KNOWN AS RIP RAP. RIP RAP DOES NOT ACCELERAIE EROSION ON ADJACENI PROPLRIY AS WAVES DISBURSE RATHER THAN MOVE FROM SIDE 1'D SIDE. RIP RAP DOES NO] ROT NOR IS IL UNDERCUT BY TIDAL AND WAVE ACTION. RIP RAP IS CURRENTLY USED BY THE ADJACENI PROPERTY OWNER AND HIS NEIGHBORS. THE PLACEMENI OF RIP RAP SHOULD MORE OR LESS CONFORM WI1H 1HE EXISTING SHORELINE CONFIGURATION WITHOUT LARGE SCALE ATTEMPTS I'D BACKFILL AN EXISTING FLOOD PLAIN OR ZONE.
