I would think that the larger, newer one would be considered a deck (in Zone 1) since it is
landward of the normal water level by several feet (and cypress knees!).

This would be allowable as built with DWQ as long as it met your conditions under the GP.
The buffer impacts would fall under the MOU for piers and docks.
