This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certifythat this project is consistent with the North Carolina Coastal Management Program.

Dear Mr. Laia:
This correspondence is in reference to your objection to the recent proposal by your
adjacent riparian property owner, Mr. Howard Hufnagel, to construct an access pier off his
property located adjacent Long Creek, near Havelock, in Craven County, North Carolina.
Your objections appear to be based on the quality of information provided to you for
review. The North Carolina Division of Coastal Management has given your objections
careful consideration and it is the Division's opinion that the information provided to you was
sufficient enough to ensure that the pier does not encroach into either neighbor's riparian area
or 15' setback. Similarly, it was determined that the project as proposed is consistent with the
pertinent regulations of the Division. Therefore, on June 28, 2002, the Division issued CAMA
General Permit #30685-C to Mr. Hufnagel for the construction of the 5' wide X 16' long pier
inclusive of an 8' X 10' "L"-shaped platform.
I have enclosed a copy of the permit for your perusal. If you wish to appeal this permit
decision, you may file a request with the Director of the Division of Coastal Management,
Department of Environment and Natural Resources within 20 days of the permit decision. If
you have any questions regarding this matter, please don't hesitate to contact me at my
