Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that I) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certifythat this project is consistentwith the North Carolina Coastal Management Program.

Dear Mr. Walters:
This letter is in reference to your June 3, 2002 correspondence objecting as an adjacent
riparian property owner to Mr. George Bank's request to construct a pier and dock from his
bulkhead and property located at 57176 Islington Court (SR 1248), Hatteras Village, Dare
County and on Slash Creek. Mr. Frank Jennings of my staff went to the property on July 1, 2002
to establish a riparian line between your property and Mr. Bank's property. He also established a
pier alignment for Mr. Bank's proposed pier that is 15 ft. off the established riparian line, which
is consistent with existing miles.
Therefore, the Division of Coastal Management has given your objections careful
consideration and has determined that the project as proposed is consistent with the appropriate
rules and regulations and that all pre -requisite requirements have been met. Consequently, the
Division issued a general permit (copy attached) on July 1, 2002 to Mr. George A. Bank III for a
new pier,
If you wish to appeal this pennit decision, you may file a request with the Director of the
Division of Coastal Management, Department of Environment and Natural Resources within 20
days of the pen -nit decision. If you have any questions regarding this matter please don't hesitate
to contact me at the Elizabeth City Field Office at 252-264-3901.
Please find enclosed blank riparian notification letters, Section 711.1100 bulkhead and
7H.1200 piers, which you requested from Mr. Jennings.
