SUBJECT: Duane and Helga Fagg Permit Application
DATE: January 22, 1993
I met with the Faggs on January 21, 1993 at their property Lot 145 Albacore Lane,
Hatteras Colony, Avon, Dare County. It appears we have resolved the need for a Major
Permit at this time. I issued General Permit #10298-A to Mr. Fagg for a bulkhead behind
the fringe wetlands and a pier. It appears that this should meet his needs without applying to
bulkhead in front of the wetlands as originally proposed. He did discuss the desire to apply
for some sort of breakwater structure or "low water" bulkhead in the future. I advised Mr.
Fagg to withdraw his Major Permit application at this time and re -apply when he had more
definite plans for an offshore structure.
