This permit is subject to compliance with this application, site
drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine,
imprisonment or civil action; and may cause the permit to be-
come null and void.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.
The applicant certifies by signing this permit that 1) this pro-
ject is consistent with the local land use plan and all local
ordinances, and 2) a written statement has been obtained from
adjacent riparian landowners certifying that they have no
objections to the proposed work.

Dear Mr. Noble:
This is in regards to an application or a pending application by a
Wade and Cheryl Collins for permits to construct two piers on
property in Mesic, North Carolina on property bounded by Pine Tree
Lane on one side and Dwoar's run ( they claim that it is a creek,
but it doesn't appear on some maps and it is less than 60 ft wide
at the point that they want to use) on the other side.
Confirming my phone conversation on Monday July 12, 1993 I object
to that proposed construction.
This is to give notice that I own a two thirds undivided interest
in the woodlands adjacent to Pine Tree Lane. I also own a one third
undivided interest in the land across from Dwoar's Run. That
property, in my mind, is just as worthwhile and would be impacted
even more than the woodland adjacent to Pine Tree lane.
I must admit that the owners of the second parcel of land in the
paragraph just above have notice because they are owners on both
sides of the proposed project. BUT, it appears that had that land
belonged to some absentee owner -someone who had purchased the tract
to build a retirement home, the project could be approved and
constructed while he was away earning a living!
A copy of the applicable ADJACENT RIPARIAN PROPERTY OWNER STATEMENT
is enclosed.
