above is hereby certified as exempt from the CAMA permit re-
quirement pursuant to 15 NCAC 7K .0203. This exemption to
CAMA permit requirements does not alleviate the necessity of
your obtaining any other State, Federal, or Local authorization.

This certification of exemption from requiring a CAMA permit is
valid for 90 days from the date of issuance. Following expiration,
a re-examination of the project and project site may be necessary
to continue this certification.

Any person who proceeds with a development without the con-
sent of a CAMA official under the mistaken assumption that the
development is exempted, will be in violation of the CAMA if there
is a subsequent determination that a permit was required for the
Ovelopment.
The applicant certifies by signing this exemption that (1) the ap-
plicant has read and will abide by the conditions of this exemp-
tion, and (2) a written statement has been obtained from adjacent
landowners certifying that they have no objections to the
proposed work.

Attached is a Certificate of Exemption From Requiring a CAMA Permit to repair and
maintain the docking facility by replacing 3 mooring piles and designated planking at
Blackbeard Sailing Club, Ltd., off SR1600 and Upper Broad Creek, near Fairfield Harbor,
in Craven County.
In order to validate this permit, please sign all three (3) copies as indicated. Retain
the yellow copy and the attached regulation (7K .0203) for your files and return the blue and
green signed copies to us in the enclosed, self-addressed envelope.

Per our phone conversation of 22 Mar., I have enclosed copies of
diagrams showing the area of pier damage done at Blackbeard
Sailing Club, Upper Broad Creek, Craven County, NC. by the storm
of March 13 and 14, 1993.
At this time it would appear that three pilings on 'C' dock will
have to be replaced. One is broken off and has floated ashore.
Two are leaning over and may be broken also. A 48' boat broke
mooring lines and did the damage to the three pilings in addition
to some dock planking on 'C' dock.
Damco Marine Construction Co. has been contacted and has given us
a preliminary bid of $1250.00 to replace the one piling and reset
the other two if they are not broken. If the others are broken
the repair cost will be higher. They won't know the extent of the
damage until the barge is in place and the two damaged pilings
have been pulled and inspected.
There was other dock planking damage done to all three docks by
boats pounding on the docks. Approximately 15 to 20 planks total
must be replaced on the three docks. We plan to do that work on
our previously scheduled maintenance work day, Saturday 27 March,
as we have extra planks on hand at this time.
One finger pier was also damaged at the end of 'B' by the 36'
boat tied there. That work will also be done on the work day.
The planking work must be done ASAP as it now is hazardous for
club members to get to their boats over the damaged areas.
We are therefore requesting the necessary permission to repair the
storm damage done to our piers and pilings. If you need any more
