This permit is subject to compliance with this application, site
drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine,
imprisonment or civil action; and may cause the permit to be-
come null and void.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.
The applicant certifies by signing this permit that 1) this pro-
ject is consistent with the local land use plan and all local
ordinances, and 2) a written statement has been obtained from
adjacent riparian landowners certifying that they have no
objections to the proposed work.

Area Management Act (CAMA) permit revision to build a bulkhead on her property at Emerald
Isle. The original permit was granted in 1994 and the mobile home park is built now and
homes are being placed for permanent residency. CAMA regulations require that I notify
adjoining land owners and I have been told that you are assisting Bus in these matters. Please
deliver this letter to Bus and convey to him that Martha plans to build the bulkhead on her
property only.

In accordance with our site visit conversation today, I am hereby requesting a general permit
to erect a bulkhead across the soundfront of Martha Howe's property located in Block 14. As
we mentioned, no work will begin until you have staked the alignment as discussed with Paul
Murray.
The certified mailings to J.A. Singleton, Jr. via his attorney Max McManus and the one to Craig
Conrad (Carteret Craven EMC) were mailed as noted on the attached copy of U.S. Postal
receipts. Copies of the letter and details are also included herein.
