The purpose of our meeting was to verify the water depths around the r-iental_Yacht Club facility associated with the General Permits #14705-C, 14782-C an 14895-C th t authorized the maintenance excavation of the area adjacent the Yacht Club. Although the project was monitored during actual excavation, it could not be determined whether or not the project was done in accordance with the permit, including final project water depth, until the project had been completed. So on May 2, I took soundings in the areas that were authorized to be excavated and have concluded that the project was conducted according to the conditions of the permit. During my site visit, it appeared that the water was approximately 14" to 16" below normal water level (NWL). And even with the water levels below normal, there were still a couple of areas that measured close to -6'. Fortunately the soundings also revealed that the majority of the area was actually at a -5.25' to -5.50' water depth. So if 14" to 16" are added onto the recorded water depths to ascertain the NWL, the project is in compliance with the permitted depths, that is if 6" to 8" of over excavation is allowed. And as you recall, during our earlier discussion of the project, I mentioned that an occasional 6" over excavation of the project would be tolerated. But please note, maintenance excavation projects authorized under the General Permit process are limited to -6' below NWL. I do appreciate your concern and effort to comply with the permit requirements of this Division.
