drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine,
imprisonment or civil action; and may cause the permit to be-
come null and void.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.
The applicant certifies by signing this permit that 1) this pro-
ject is consistent with the local land use plan and all local
ordinances, and 2) a written statement has been obtained from
adjacent riparian landowners certifying that they have no
objections to the proposed work.

I have been advised by the Division of Coastal Management to re -submit the
Howland Rock Boat Dock proposal under the terms of an existing general permit.
Doing this simplifies the procedure and reduces the application cost for HRPO,
Inc.
In an earlier communication you received a description of the proposed_project;
a 30' by 3' dock located on HRPO common land adjoining your property. The dock
would have a setback of 15' from your property line. (See Attached)
If the proposed project meets with your agreement, please sign and return the
enclosed form provided by the Division of Coastal Management. If you object
to the proposed project, please contact the Division of Coastal Management
within 10 days of receipt of this letter. Failure to respond in either method
within ten days will be interpreted as no objections.

Gentlemen,
I have received a certified letter on March 2, 1996, regarding the
proposed dredging for a boat dock on Howland Rock Property Owners,
Inc. property.
I am opposed to any dredging this close to the bulkheads. It will
weaken further the bulkheads on my property as well as along the
HRPO property. Please note that part of the bulkhead on the HRPO
property, approximately 8 ft., has been installed by me as a
continuation of the bulkhead along my property. The bulkhead
construction is already weak as evidenced in other parts of the
lagoon area. Dredging this close to the bulkheads will make this
situation worse and is not acceptable.
Furthermore, a 12" depth dredge area will not be sufficient for any
boat docking in average or low tide waters. This automatically
suggests that during any dredging process more spoils will be
taken. It is inevitable.
Please note again that part of the bulkhead on the HRPO property
has been erected by me.

Dear Mr. Bolton:
Reference is made to a CAMA Major Permit application received by this office from Howland
Rock Property Owners, Inc. to construct a 30' long x 3' wide dock within a man made canal
adjacent to their property located off North River and SR1303, near the Town of Beaufort,
Carteret County.
Upon further review of your application, I have determined that the project could qualify for a
General Permit. I am, therefore, returning the application and application fee of $250.00,
(Check #0554). I am also enclosing a copy of NCAC 7H.1200 which outlines the requirements
to receive a General Permit. When I receive this information, your application request will be
processed.
