Army Wilmington, NC Gentlemen: Upon "looking" at my land with Mr. Brad Shaver of NC Coastal Management, if you are inclined to designate anything within eight (8) feet from the base of my hill as wetlands coming under the jurisdiction of the Corps of Engineers would you please explain why Mr. Terry Williams was not charged with dumping on a jurisdictional wetland back in 2000 when he pushed and dumped dead trees, etc. from the two lots to the east onto the base of my hill that you are now considering for federal wetland designation. Should you designate subject area a jurisdictional wetland could you please have Mr. Williams remove the debris he dumped back in 2000. I have removed some of it but much of it is still in place. Thank you for your consideration. Sincerely, William A. Wiggins P. O. Box 460 Wicomico Church, VA 22579 804.580.5527 Fax 580.7474 Email: wiggins@crosslink.net Willard B. Truckner 119 Bren Rose Circle Durham, North Carolina 27705 May 12, 2003 Dear Mr. Wiggins, I received your letter concerning putting "rip rap" along the steep bank of your lot to prevent erosion during the next hurricane. I talked with Mr. Doug Huggett from the North Carolina Coastal Management Department in Raleigh, N. C. and he advised me not to sign any papers until they had thoroughly checked your property out. I'm sending a copy of the letter and form that you sent me and a copy of my letter to you to the N. C. Coastal Management Department in Raleigh, N. C. When I hear from them that they have thoroughly checked your property, I will then be willing to consider your request again. Sincerel , MAC J Willard B. Trucker cc: William A. Wiggins NC Coastal Management Raleigh, N. C. Dear Mr. Truckner: I talked with Brad Shaver at Morehead City office of Coastal Management before I sent the form. He provided me with the blank forms and told me I needed to get an OK or objection from adjacent property owners before he would come out and inspect the land for a possible permit. Looks like Raleigh and Morehead City offices have different procedures. I cannot and will not do anything without a CAMA Permit. Their Morehead City office telephone is 252.808.2808. They will do nothing before I have letters of OK or objection from other proeprty owners. If you do not approve of the idea, please state that on the back of the form and send it back to me. I need the form to get the CAMA people to come to the property and look at it. Thanks, Bill Wiggins /5 UU'I. Jt1U. JJI Email: wiggins@crosslink.net I . .
