Blue -line prints or other larger plats are acceptable only if an adequate number of quality copies are provided by applicant. The project will replace the temporary line that was installed in June 2007 to restore power to Harkers Island residents. The original utility line was damaged by a waterspout during a thunderstorm. The proposed design also improves on the original design by avoiding a fishing pier located on the east side of Harkers Island Road. Carteret County Electric Cooperative (CCEC) has coordinated with the North Carolina Department of Transportation to ensure that the utility design will pose no conflict with the road right-of-way (see attached letter). The power line will be 42 feet above the mean water level and 40 feet above the bottom of the bridge deck. The 4 poles on land will be direct embedded (placed in an auger hole); no backfill is anticipated. Helical anchors, which are screwed into the ground with a hydraulic boom, will be installed to support the poles. The pole in the water will be jetted in with a water pump or an air compressor. The anchor piles supporting this pole will be installed in the same way or driven in with a pneumatic ram. No fill material will be used for the project. Approximately 0.69 acre of wetland and 0.89 acre of open water are located within the 100 -foot utility right-of-way. Glenbumie Road New Bern, North Carolina 28560 Subject: Harkers Island Electric Membership Corporation Replacement of the 34.5 kV Overhead Line Dear Mr. Fuller: You and some of your staff recently visited Harkers Island EMC at the straits crossing just after their existing 34.5 kV overhead line was damaged by a waterspout in conjunction with a severe thunderstorm which occurred on June 9, 2007. At this meeting, the Cooperative presented tentative plans for the permanent replacement of this damaged overhead 34.5 kV line and showed you the existing temporary line constructed on an emergency basis to restore power to the Cooperative's electric system on the island. Enclosed are six (6) copies of a plan & profile drawing indicating the proposed design of a permanent line to replace the damaged line which originally crossed the straits in open water. As we have discussed, it is the Cooperative's desire to place as many poles on land alongside Harkers Island Road so as to avoid the inherent maintenance and operating problems associated with the line being installed in open waters across the straits. Our drawing indicates the location of four (4) poles along either side of Harkers Island Road which, we understand has a sixty foot (60') right-of-way. We are locating the poles approximately thirty-two feet (32') off the centerline to avoid being on the NCDOT right-of-way. We also located the proposed pole locations in such a manner as to avoid close proximity to bridges that at some point in time could require maintenance. As you indicated, the northern most end of the long bridge will require some significant maintenance in the near future, and we have indicated that we are staying approximately ninety-two feet (92') from the end of this bridge. Please review these proposed drawings with respect to pole placement and the vertica: and horizontal distance that we are trying to maintain over the roadway surfaces and the bridge abutments in this area. Please pass copies of these drawings to your appropriate personnel in the Bridge Maintenance Division for their concurrent review. Once you have had a chance to review these drawings, please let us know if this meets with your approval and provide us with any information as to any encroachments or other permits the Cooperative needs to file with regard to the North Carolina Department of Transportation. The project will replace the temporary line that was installed in .June 2007 to restore power to Harkers Island residents. The original utility line was damaged by a waterspout during a thunderstorm. The proposed design also improves on the original design by avoiding a fishing pier located on the east side of Harkers Island Road. Carteret County Electric Cooperative (CCEC) has coordinated with the North Carolina Department of Transportation to ensure that the utility design will pose no conflict with the road right-of-way (see attached letter). The power line will be 42 feet above the mean water level and 40 feet above the bottom of the bridge deck. The 4 poles on land will be direct embedded (placed in an auger hole); no backfill is anticipated. Helical anchors, which are screwed into the ground with a hydraulic boom, will be installed to support the poles. The pole in the water will be jetted in with a water pump or an air compressor. The anchor piles supporting this pole will be installed in the same way or driven in with a pneumatic ram. No fill material will be used for the project. Approximately 0.69 acre of wetland and 0.89 acre of open water are located within the 100 -foot utility right-of-way. The poles and anchors will impact a total of 0.0039 acre of wetland and open water. At this meeting, the Cooperative presented tentative plans for the permanent replacement of this damaged overhead 34.5 kV line and showed you the existing temporary line constructed on an emergency basis to restore power to the Cooperative's electric system on the island. Enclosed are six (6) copies of a plan & profile drawing indicating the proposed design of a permanent line to replace the damaged line which originally crossed the straits in open water. As we have discussed, it is the Cooperative's desire to place as many poles on land alongside Harkers Island Road so as to avoid the inherent maintenance and operating problems associated with the line being installed in open waters across the straits. Our drawing indicates the location of four (4) poles along either side of Harkers Island Road which we understand has a sixty foot (60') right-of-way. We are locating the poles approximately thirty-two feet (32') off the centerline to avoid being on the NCDOT right-of-way. We also located the proposed pole locations in such a manner as to avoid close proximity to bridges that at some point in time could require maintenance. As you indicated, the northern most end of the long bridge will require some significant maintenance in the near future, and we have indicated that we are staying approximately ninety-two feet (92') from the end of this bridge. Please review these proposed drawings with respect to pole placement and the vertical and horizontal distance that we are trying to maintain over the roadway surfaces and the bridge abutments in this area. Please pass copies of these drawings to your appropriate personnel in the Bridge Maintenance Division for their concurrent review.
