Dear Mr. Renaldi:
I am writing to you on behalf of William D. (Billy) Gray, 3865 Battlefield Blvd., Chesapeake, VA
23322, who is applying for a CAMA General Permit to construct a wooden 100' long pier with a
20' x 20' platform, and boat lift at his property at 139 Edgewater Drive, Camden Point Shores,
Shiloh, NC 27974, adjacent to Albemarle Sound in Camden County. Mr. Gray is also applying
to perform maintenance on his existing riprap revetment at 139 Edgewater Drive and his
adjacent property at a4a Edgewater Drive. The riprap maintenance will be to raise the existing
height to 6 inches above the existing height. Increased overwash from Albemarle Sound has
caused this maintenance to be necessary.
All adjacent riparian property owners have been notified on June 5 and June 25, 2024, by USPS
Certified Mail with Return Receipts with full information about the project along with maps and
construction details. As of today, no signed ARPO notification forms have been returned to my
office, though all owners were contacted by mail.
Enclosed are copies of the project sitemap, boat lift construction details, agent authorization,
and copies of riparian owner notifications and USPS receipts. Please let me know if further
information is needed.

I am writing to you on behalf of Mr. William D. (Billy) Gray, owner of two residences at 139 and 141 Edgewater
Drive at Camden Point, Shiloh, NC 27974, who is applying for an NC Division of Coastal Management CAMA
General Permit for a construction project to construct a pier, repair his riprap revetment on Albemarle Sound,
and replenish the soil fill behind the bulkhead. Mr. Gray's property is adjacent and riparian to property owned
by Marvin Myrick at 134 Edgewater Drive.
The construction plans are as follows:
• Mr. Gray will construct a 6-ft wide by 100-ft long wooden pier into Albemarle Sound from the shoreline
of his residence at 139 Edgewater Drive. The pier will have a 20-ft by 20-ft wooden platform at the end,
and Mr. Gray will also construct a 16-ft by 16-ft 6-piling aluminum boat lift at the end of the pier.
• Mr. Gray plans to repair and replenish portions of the riprap revetment along the shoreline facing
Albemarle Sound on both properties at 139 and 141 Edgewater Drive. The revetment, which has been
damaged by wave action from Albemarle Sound, will be repaired to its original specification and will not
entail increase in length or width. Riprap will be added to increase the revetment height to six inches
above natural ground level.
• Mr. Gray will replenish any soil fill which has eroded behind his existing riprap, up to a six-foot width
behind the revetment.
• The specifics of the proposed work are in the enclosed application forms and drawings.
As an adjacent riparian property owner to the aforementioned project, I am required to notify you of the
development to give you the opportunity to comment on the project. Please review the attached riparian owner
notification statement form and drawing. If you have no objections to the project, please indicate as such at
the top of the enclosed owner's statement and then return the statement to my office in the enclosed self-
addressed stamped envelope. If it would be more convenient, you can also scan and email the signed form to
my office at ken@kenobx.com.
Should you have any objections to this proposal, please send your written comments to Mr. Ron Renaldi,
NCDEQ Division of Coastal Management, 401 S. Griffin St., Suite 300, Elizabeth City, NC 27909 within 10 days
of your receipt of this notice. Such comments will be considered by the Division in reaching a final decision on
the application. No comment within 10 days of your receipt of this notice will be considered as no objection.

I am writing to you on behalf of Mr. William D. (Billy) Gray, owner of two residences at 139 and 141 Edgewater
Drive at Camden Point, Shiloh, NC 27974, who is applying for an NC Division of Coastal Management CAMA
General Permit for a construction project to construct a pier, repair his riprap revetment on Albemarle Sound,
and replenish the soil fill behind the bulkhead. Mr. Gray's property is adjacent and riparian to your proP erry
at 137 Edgewater Drive.
The construction plans are as follows:
• Mr. Gray will construct a 6-ft wide by 100-ft long wooden pier into Albemarle Sound from the shoreline
of his residence at 139 Edgewater Drive. The pier will have a 20-ft by 20-ft wooden platform at the end,
and Mr. Gray will also construct a 16-ft by 16-ft 6-piling aluminum boat lift at the end of the pier.
• Mr. Gray plans to repair and replenish portions of the riprap revetment along the shoreline facing
Albemarle Sound on both properties at 139 and 141 Edgewater Drive. The revetment, which has been
damaged by wave action from Albemarle Sound, will be repaired to its original specification and will not
entail increase in length or width. Riprap will be added to increase the revetment height to six inches
above natural ground level.
• Mr. Gray will replenish any soil fill which has eroded behind his existing riprap, up to a six-foot width
behind the revetment.
• The specifics of the proposed work are in the enclosed application forms and drawings.
As an adjacent riparian property owner to the aforementioned project, I am required to notify you of the
development to give you the opportunity to comment on the project. Please review the attached riparian owner
notification statement form and drawing. If you have no objections to the project, please indicate as such at
the top of the enclosed owner's statement and then return the statement to my office in the enclosed self-
addressed stamped envelope. If it would be more convenient, you can also scan and email the signed form to

Should you have any objections to this proposal, please send your written comments to Mr. Ron Renaldi,
