This permit, issued on November 12, 2012 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
ue suoject to rmes, imprisonment or ctvu action; or may cause the permit to be null and void.
1) Unless specifically altered herein, this major modification authorizes the maintenance excavation of a
portion of Mason Inlet a portion of Mason Creek, and a section of the Atlantic Intracoastal Waterway
(AIWW), as well as the deposition of beach quality material on the ocean beaches of Figure 8 Island,
all as depicted in the attached workplan drawings and project narrative119EC.Ei VEID

2) In order to protect juvenile shrimp and finfish populations, no excavation shall be permitted between
April 1 and September 30 of any year without the prior approval of the Division qJ Coastal
Management, in consultation with the Division of Marine Fisheries.

This permit must be accessible on -site to Department

ADDITIONAL CONDITIONS
3) Hydraulic pipelines shall not be placed in any area of Coastal Wetland.
4) Excavation shall not take place outside of the areas indicated on the attached workplan drawings.
Beach Deposition and Nourishment
5) In order to protect threatened and endangered species, and to minimize adverse impacts to offshore,
nearshore, intertidal and beach resources, no beach nourishment activity shall occur from April 1 to
November 15 of any year without prior approval from the North Carolina Division of Coastal
Management in consultation with the NC Division of Marine Fisheries and the NC Wildlife Resources
Commission.
NOTE: The permittee is advised that there may be additional timing restrictions placed on the authorized
project by the U.S. Army Corps of Engineers as part of the Federal permitting process. Nothing
in this State Permit should be construed as overriding or superceding any such Federal permit
requirement.
6) In order to ensure that adverse impacts do not occur to nesting sea turtles as a result of the formation of a
scarp or from substrate compaction, the permittee shall undertake remedial action (i.e. ripping or tilling
of the nourished beach, leveling out the scarp) at the request of either the U.S. Army Corps of Engineers,
the US Fish and Wildlife Service, or the Division of Coastal Management (in consultation with the N.C.
Wildlife Resources Commission).
7) Prior to the initiation of any beach nourishment activity above the normal high water contour (NHW)
within the limits of the permittee's jurisdiction, easements or similar legal instruments shall be obtained
from all property owners.
8) The transport of sand by truck shall be carried out in a manner that does not result in any direct impacts
to existing dunes or emergent beach vegetation.
9) All created dune and/or berm areas shall be immediately planted with appropriate dune vegetation.
10) This permit authorizes beach nourishment activities to be carried out one (1) time along the entire reach
of the requested nourishment area. Any request to carry out additional activities within an area where
nourishment activities have been completed under this permit shall require a modification of this permit.
11) Temporary dikes shall be used to retain and direct flow of material parallel to the shoreline to minimize
surf zone turbidities. The temporary dikes shall be removed and the beach graded in accordance with
approved profiles upon completion of pumping activities.

12) Only beach quality sand shall be used for beach nourishment purposes. Furthermore, sand of similar
grain size to the existing beach shall be used to reduce any changes in physical characteristics of the
beach. Any non -beach quality material shall be disposed of in an approved upland disposal area.
13) Should the dredging or excavation operations encounter any non -beach compatible sand, the dredge
shall immediately cease operation and move to an approved area where suitable material does exist.
14) In order to prevent leakage, dredge pipes shall be routinely inspected. If leakage is found and repairs
cannot be made immediately, pumping of material shall stop until such leaks are fixed. In such a case,
the Division of Coastal Management shall immediately be contacted to determine if additional remedial
actions shall be necessary.
15) The authorized activities shall not cause an unacceptable interference with the public's use of the beach.
Mitieation
NOTE: The permittee is reminded that all mitigation conditions found in the original of Permit 15 1 -01
are still in force and shall be strictly adhered to, unless relief or modification of these conditions
has been officially granted by DCM through permit modification.
Future Maintenance Excavation Events
16) Each future request for maintenance excavation and subsequent beachfront disposal shall require a
modification of this Coastal Area Management Act/State Dredge and Fill Law Permit. Furthermore,
should the relocated inlet migrate outside of the inlet corridor area indicated on the workplan drawings
submitted with the permit application, a major modification of the permit shall be required. The
permittee is advised that the factors to be considered in reaching a decision on any such modification
request will include the migration of the new inlet, amount of material to be excavated, season of the
proposed work, information collected during the various monitoring efforts following initial project
completion, success of the proposed wetland mitigation area, construction methodology, etc.
NOTE: The permittee is advised that future maintenance request should be driven solely by the
movement or shoaling in of the new inlet, not by the need for sand for beach nourishment
purposes.

17) The temporary placement or double handling of excavated or fill materials within waters or vegetated
wetlands is not authorized.

18) The permittee is advised that the State of North Carolina claims title to any currently submerged lands
raised above the mean high water line as a result of this project. The public shall have rights of use of
such newly created public beach.
19) This minor modification shall be attached to the original of Permit No. 151-01, which was issued on
11/28/01, as well as all subsequent modifications, renewals and refinements, and copies of all
documents shall be readily available on site when a Division representative inspects the project for
compliance. All conditions and stipulations of the active permit remain in force under this major
modification unless specifically altered herein.
NOTE: This permit does not eliminate the need to obtain any additional permits, approvals or
authorizations that may be required, including but not limited to a permit from the U.S. Army
Corps of Engineers.
NOTE: The permittee and/or his contractor is urged to meet with a representative of the Division prior to
project initiation.
NOTE: The expiration date of this permit has been extended in accordance with Session Law 2009-406,
as amended by Session Law 2010-177.

Mr. Jamie C. Pratt, Coastal Geologist with Gahagan & Bryant Associates of North Carolina,
PLLC, and acting agent for New Hanover County is requesting a Minor Modification to State Permit No.
151-01 to allow for the 4"' maintenance event within the inlet and the AIWW complex due to extensive
shoaling that has occurred. Mr. Pratt states that there are no major changes to the permitted excavation or
disposal areas. The areas to be dredged will be limited to the inlet channel, AIWW and Mason Creek. The
dredge would start at the AIWW, enter Mason Creek and work towards the inlet. Approximately 21,920
cy of material would be hydraulically removed from the AIWW and approximately 351,050 cy would be
removed from Mason Creek and Mason Inlet. The material would be pipelined to the oceanfront beach
within the nourishment area (7,500 LF), then bulldozed to the authorized designed template berm
elevation and slope used to repair or construct a primary dune system.
The agent states that the anticipated 372,970 cy is higher than the `small project' limits set forth
by NCDENR's of 300,000 cy placed on the beach during a single dredge project. The agent further states
that the dredge to fill ratio for this project has been historically 80%, meaning that 80% of the volume
dredged from the channels is found in post placement surveys on the beach. The 20% difference in
volume comes from the losses of offshore as the sediment fills the beach template. Due to the historical
ration, the agent states that it is anticipated that approximately 298,380 cy of sand would be placed on the
beach and the placement would be monitored. If the volumes approach the 300,000 cy limit, the
remaining volume would be placed onto a privately owned island located at the confluence of the AIWW
and Mason Creek (DA-241).
State Permit No. 15 1 -01 was originally issued to New Hanover County on November 28, 2001
and last modified on October 13, 2010 for the Mason Inlet Relocation Project, between the south end of
Figure Eight Island and the north end of Wrightsville Beach. This permit was subject to extension by the
Session Law 2009-406, as amended by Session Law 2010-177, the Permit Extension Act. The new
expiration date for State Permit No. 151-01 is December 31, 2015.

Please allow this letter to serve as written request for a minor modification to NCDENR Permit number
151-01. This permit allows for maintenance excavation of a portion of Mason Inlet, a portion of Mason
Creek, and a section of the Atlantic Intracoastal Waterway with disposal on Figure "8" Island.
Recent surveys of the area, coupled with aerial photography indicate that the Mason Inlet channel is
currently positioned in the southern tier of the originally permitted Inlet corridor. If the inlet channel
migrates south of the corridor limits a major inlet relocation project must be undertaken to adjust the inlets
location. In an effort to alleviate the need for the major project to occur, a minor mod to current DENR
Permit #151-01 is requested to perform maintenance dredging this winter. There are no proposed major
changes to the permitted excavation or disposal areas. Similar to the previous maintenance projects
conducted in 2005, 2007, and 2010 material will be hydraulically dredged from the AIWW and Mason
Creek and placed along approximately 7500 feet of oceanfront shoreline on Figure "8" Island.
The following permit application includes a brief project narrative describing the intent of the proposed
project, and drawings indicating proposed excavation and fill locations as well as typical cross sections. As
indicated above, no major revisions have been made to the current permit, as excavation will occur within
the previous project footprint with all disposal efforts occurring along the southern shoreline of Figure "8"
Island to Station 100+00.

PROJECT NARRATIVE
Project Location
The project is located in New Hanover County, North Carolina in Mason Inlet, between the Town
of Wrightsville Beach and Figure 8 Island. Mason Inlet is a ephemeral shallow draft coastal inlet
bounded to the west by the Atlantic Intracoastal Waterway, to the east by the Atlantic Ocean, to
the south by Wrightsville Beach and to the north by Figure 8 Island. Figure 8 Island is a private
island; however, public access to the Mason Inlet project site may be obtained via SR 74 East to
Wrightsville Beach and North Lumina Avenue to the northern end of Wrightsville Beach. The
geographic coordinates are 34°14'35.05"N and Longitude 77°46'09.51"W. The project area
encompasses all of Mason Creek and Mason Inlet from the AIWW to the COLREGs Demarcation
line at the Atlantic Ocean. The federal navigation channel footprint within the AIWW at the
crossroads of Mason Creek is also included in the dig area. The proposed disposal area for beach
quality sand encompasses the oceanfront shoreline of Figure 8 Island bounded by the
southernmost structure on the island to approximately Bridge Road to the north.
*' Project Background
Mason Inlet was relocated in 2002 to prevent property loss on the northern end of Wrightsville
Beach. Shell Island Resort was imminently threatened by Mason Inlet as the main channel
migrated southward. The inlet channel was moved approximately 4000' to the north, aligning
Mason Creek and Mason Inlet and remediating the threat to Wrightsville Beach. A 30 year inlet
management plan was created in association with the inlet relocation, dictating that the inlet's
high tide line must remain within the original inlet design corridors. In order to maintain the
inlet location, reduce shoaling within the Mason inlet system, and reduce the spit on the
southern end of Figure 8 Island, which has proven to be the forcing mechanism associated with
the Inlet's southerly migration, periodic inlet maintenance dredging events are required.
Prior to the inlet's first maintenance event, previously collected survey datasets revealed several
inconsistencies associated with pre -inlet relocation estimates of shoaling expected to occur
within Mason Inlet. Survey data revealed that the projected 375,000 cubic yards of material
predicted to enter the inlet over the first 4-5 years after relocation, actually did so within the
first 9 months after inlet opening. As a result, the sedimentation basin filled to capacity 3-4
years earlier than expected. An additional 75,000 cubic yards of material shoaled within the
system during year two following inlet opening and settled primarily within the primary feeder
channels, Mason Creek and Banks Channel. Post -relocation survey data supports estimates of
annual shoaling rates for an equilibrated system that were derived prior to relocation efforts.
These estimates are relatively accurate but did not take into account the initial approximately
375,000 cubic yards of material needed for flood shoal development within a vacant
sedimentation basin. However, during year 2 and following the initial rapid infilling of the
sedimentation basin as the flood and ebb -tidal deltas developed, the recorded shoaling rates
diminished greatly and assumed rates similar to those recorded within the pre -relocated inlet
system.
It was also determined that a majority of the 450,000 cy of material transported into the inlet
during the two years after relocation was derived from the southern 3,000 feet of shoreline
along Figure "8" Island's oceanfront. Beachfill amounting to 400,000 cubic yards was originally
placed along the southern 10,000 feet of Figure "8" Island as a result of excavation within the
newly modified system. Losses in that area were expected to occur in the original project
design. The large volume of beachfill placed was considered sacrificial and partially intended to
compensate for the expected erosion of the oceanfront and subsequent need for sand within
the system as the ebb and flood -tidal deltas evolved. However, the majority of sand eroded
from the Figure "8" Island oceanfront was contained within the southern 3,000 feet of the
original nourishment area. This resulted in shoreline retreat beyond the pre -inlet relocation
condition for the area.
The volume of material transported into the inlet channel and sedimentation basin over the first
9 months after inlet opening, effectively led to a less stable inlet configuration, as well as
excessive shoaling within portions of Banks Channel, Mason Creek, and the AIWW. Under the
original permitted maintenance plan, the material contained within the sediment basin would
be excavated and relocated to one of the adjacent oceanfront beaches, and the original inlet
design template re-established. This would in effect repeat the modifications made prior to
inlet opening. The problem with this scenario lies in that it is highly probable that another
similar episode of vast shoaling would occur soon after any maintenance effort, as the system
would assume establishment of some degree of equilibration in the reformation of the flood -
tidal delta. Also, material would most likely erode off the southern end of Figure "8" Island,
resulting in considerable losses to the beach and dune. Taking these factors into consideration
and learning how the system responded to a massive overhaul, GBA modified the original
maintenance protocol by implementing a low -impact maintenance approach.
Prior to the first inlet maintenance event GBA's designed approach slightly altered the original
design. GBA's design included maintaining a majority of the flood -tidal delta and targeted
peripheral areas around the shoal in order to minimize impacts to the inlet's equilibrium. The
altered approach sought to reduce environmental impacts associated with large-scale dredging
throughout the system (sedimentation basin and feeder channels), while promoting a more
stable inlet configuration.
The planned maintenance events included two major components: land -based excavation of the
southern tip of Figure "8" Island and the adjacent flood shoal in the sedimentation basin area
combined with hydraulically dredging Mason Creek to the original design depth and performing
any required maintenance of the AIWW. In order to save costs, the intent of the design was to
perform the dredging component in conjunction with the maintenance dredging of the Banks
Channel which the Figure "8" Beach HOA had proposed for the winter of 2004/2005. The
combined projects would provide a substantial beach berm on the southern 8,000 feet of Figure
"8" Island, while the material derived from the land -based excavation would be used to rebuild
the dune structures along the southern 3,000 feet of developed area. Delays with the permitting
process for the Banks Channel Project resulted in the postponement of dredging operations
until winter 2005/2006.
Further monitoring conducted during October 2004 revealed severe erosion along 7,000 feet of
Figure "8" Island's oceanfront shoreline adjacent to the inlet thus threatening to undermine
several homes and property along the southern extent of the island. Losses continued to impact
the area during the latter part of 2004 with additional losses of approximately 75,000 cubic
yards from October 2004 to January 2005. For these reasons it was determined that the project
should be divided into two phases. The land -based component of the project would be the first
phase and would be executed immediately to protect the threatened homes. The second phase
would involve the dredging of Mason Creek and the AIWW and would be delayed until the
winter of2005/2006.

The first phase began on February 6`h, 2005 and was completed in April 2005. During the initial
phase,—183,000 cubic yards was removed from the inlet throat, along the northern inlet margin,
and within the original sedimentation basin with a pair of land -based excavators. That material
was truck -hauled and effectively placed as beachfill along a 4,500-ft segment of shoreline
fronting erosion -threatened homes and property starting 1,200 feet from the inlet shoulder,
extending north on Figure "8" Island. Erosion of the shoreline continued to be problematic
during construction and losses of approximately 45,000 cy were incurred. Approximately
138,000 cy (75% of the material placed) remained on the beach at completion of work in April
2005. Due to federal dredge -and -fill restrictions, related to sea turtle and shore bird nesting,
further maintenance of the inlet was placed temporarily on hold.
The inlet's first maintenance event resumed a year later and occurred during the month of April
2006. Phase two of the maintenance event involved hydraulic dredging of the AIWW and
Mason Creek along with placement of material along the southern extent of Figure "8" Island's
oceanfront. Periodic land -based and hydrographic surveys were conducted to monitor
performance of the fill and to determine the volume of material remaining in -place during the
construction phase. The total volume of material removed from Mason Creek and the AIWW
approximated 78,600 cy and 70,400 cy, respectively. Ultimately, material amounting to 149,000
cy was hydraulically pumped along 3,200 feet of Figure "8" Island's southern oceanfront
shoreline and spanned much of the same extent nourished a year prior during phase one. As
was the case with last year's beach nourishment project in the area, a certain amount of loss
resulted from wave action and natural sorting of material that occurred during the construction
phase. Based on volumes removed from dredged areas and periodic beach surveys,
approximately 125,700 cy (84% of 149,000 cy dredged) was effectively placed on the beach at
completion of work. Losses can be attributed to wave action and natural sorting during
construction that redistribute material seaward of the project's limits and alongshore toward
the inlet. The fine fraction of the sediment composition is typically sorted out by wave action
during the adjustment of the project following initial construction.
This plan was implemented again during the winter of 2007/2008, utilizing a multi -faceted
approach to the overall maintenance project. Phase 1, the hydraulic portion, removed
approximately 23,500 cy of material from the AIWW and 184,000 cy from Mason Creek.
Sediment was disposed of on the oceanfront beach of Figure "8" Island, creating essential storm
berm and 'natural' beachface. Sand was distributed along the southern 5000 feet of beach,
improved navigation within the Atlantic Intracoastal Waterway and renewed the available
storage area for material brought into the Mason Creek Inlet complex during flood tides. Phase
2, a truck haul portion, removed approximately 107,000 cubic yards of sand from the southern
tip of Figure "8" Island, building and repairing the primary dune system along the southern 7000
feet of the beach. This portion of the project increased water depths in the inlet throat, along
the northern shoulder reducing the probability of Mason Inlet rapidly migrating to the south.
The third maintenance event took place in 2010/2011, hydraulically dredging 266,232 cubic
yards from the AIWW and Mason Creek, restoring capacity to the inlet system and removing
extensive shoaling within the AIWW. Beach quality sand was placed on the southern 7000 feet
of Figure 8 Island. This maintenance project was completed with a truck haul project, excavating
81,843 CY of sand from the southern spit of Figure 8 Island in order to keep the channel within
the designated inlet corridor boundaries. Sand was used to repair the primary dune system on

the southern half of Figure 8 Island as well as add to the dry beach between Stations 70+00 and
100+00 on Figure 8 Island. Environmental moratoriums truncated the truck haul portion of this
project and the inlet channel excavation was not fully completed. The intent was to finish the
truck haul over the 2011/2012 dredge season and fully pull the inlet channel to the north,
however funding was not in place and no work was completed.
Project Description
This document has been prepared in order to set in motion and implement the fourth Mason
Inlet Relocation Project maintenance event. Several factors related to the inlet system have
developed and mark the need for a preemptive mitigation effort. Areas of particular concern
include shoaling at the confluence of the Atlantic Intracoastal Waterway (AIWW) and Mason
Creek as well as the shift of Mason Inlet to the south, near the southern border of the originally
specified corridor limit. Left unchecked, the shoaling in the AIWW will soon impede navigation
and dredging outside of a desired environmental window will be mandated. This problem needs
to be addressed in order to thwart any adverse impacts incurred from additional shoaling.
Recent survey (April 2012, Figure 1) data of the AIWW indicate that shoaling is almost double
the designed capacity of the channel and cross sections of the Waterway contained within the
attached permit drawings show that areas between Stations 79+00 and 100+00 need to be
dredged.
While the western portions of the Mason Inlet and Creek system seem to remain in relatively
good condition, the recent southerly migration of the inlet channel and throat are worrisome. In
order to avoid a complete inlet relocation project, the main channel must remain within
designated corridor limits and the current channel orientation is pushing the southerly limits of
this allowance. The channel needs to be adjusted to the north to avoid major environmental
impacts associated with an entire inlet relocation project. As has been done in the past, all/
beach quality material removed from the channels will be placed on the oceanfront shoreline of
Figure 8 Island.

Mason Creek has fared well as a sediment trap since the first maintenance, liming the overall
amount of material entering the AIWW and retaining most of the sediment that is relocated to
Figure 8 Island during Maintenance Events. However, the southerly orientation of Inlet system
needs to be imminently addressed to prevent further inlet migration and uphold the original
Project intent -to protect personal property adjacent to the inlet system. Previous maintenance
events have utilized a land based truck haul operation to excavate material from the
easternmost portion of Mason Inlet. This process provided great cost savings in construction
costs, but excavation can only be achieved to approximately -3.0' MLW, leaving the deeper
channel thalweg to the south. The time has come to hydraulically excavate the entire inlet
channel to the COLREGs Demarcation line to successfully maintain the inlet channel on the
northern side of the inlet corridor.
Shoaling within the AIWW is becoming problematic and dredging must be performed before a
major safety issue develops. The waterway will be dredged to the maintained depth of -12.0'
MLW within the confines of the federal navigation channel toes. Restoring capacity within the
inlet channel as well as the AIWW should provide shoaling protection for the designed 3 year
return on maintenance projects.
As with previous projects, beach quality sand will be placed on the oceanfront shoreline of
Figure 8 Island. The project will rebuild eroded portions of the storm berm as well as enhance
the storm protection in areas of the island that are not badly eroded. Material will be
concentrated at the southern end of Figure 8 Island, where erosional hotspots have traditionally
developed following maintenance events, but every property between the southern end of the
Island and Bridge Road will receive sand. The total amount of material placed on Figure 8 Island
will not exceed the 300,000 CY threshold for a single beach placement project.

Applicants Stated Purpose
The purpose for this proposed maintenance of the inlet is to act in a timely fashion so as to
mitigate against foreseeable problem areas before they become active issues. The basic tenet is
to set in motion small-scale preemptive measures now that will serve to alter the system in a
way that avoids a future large-scale reactive maintenance. Our goal is to avoid large-scale
maintenance events that could be incited by a potential storm or by allowing adverse conditions
to persist until they pose a major threat that cannot be mitigated in a timely fashion.
Project Methodology
Similar to the previous maintenance events, modifications will be made to the plan in order to
implement and enhance the effectiveness of the current event. The proposed maintenance
plan will focus on realigning the eastern most portion of the inlet channel to the north, ensuring
that it remains within its allotted corridor. The new alignment will provide continued property
protection to structures on Wrightsville Beach, keep essential bird habitat on the northern spit
of Wrightsville Beach in good shape, restore safe navigation within the channels surrounding
Wrightsville Beach and Figure 8 Island, and enhance storm protection on Figure 8 Island.
A cutter suction hydraulic dredge will remove material from the AIWW and Mason Creek and
discharge the beach quality sand via pipeline on Figure 8 Island. Dredging will focus on removing
shoaling from the Intracoastal Waterway and clearing the channel in Mason Creek. Dredging
within the AIWW will excavate to the Federally defined depths of -12+2' MLW and the
previously permitted depth of -8+2' MLW in Mason Creek. The pipeline will wrap around the

southern end of Figure 8 Island, between the high water line and the seaward edge of
vegetation, then extend down the beach between the berm crest and the base of the dune to
the northern extent of the project.
Training dikes will be used to control the sediment being discharged on the beach. Bulldozers
are to be used to grade the sand to the designed template and the beach slope will be formed
naturally by the runout of sand from the pipe. The naturally formed beachface slope reduces the
risk of scarping after a beachfill project, creating a more aesthetically pleasing beach as well as
keeping a naturally gentle slope for sea turtle nesting. The beach template replicates what has
been done in previous maintenance projects, with a berm height of 6.0' NGVD and a beachface
slope of approximately 1:25.

It is important to note that the total volume needed to be removed from the channels is higher
than the 'small project limits set forth by DENR of 300,000 cubic yards placed on a beach during
a single dredge project. Historically, the dredge to fill ratio for the Mason Inlet Project has run at
about 80%, meaning that 80% of the volume dredged from the channels is found in post
placement volume surveys on the beach. The 20% difference in volume comes from losses
offshore as the sediment fills the beach template. Because of this historic ratio, it can be
anticipated that although 372,970 cubic yards of material will be removed from the channels in
this project, only 298,380 cubic yards of sand will be placed on the beach. The beach placement
volume will be closely monitored and if the volume of sand approaches the 300,000 cubic yard
limit, the remaining volume will be placed within the privately owned section of DA-241 at the
confluence of Mason Creek and the AIWW,

Dear Mr. Ianucci:
Please reference the Department of the Army (DA) permit issued on December 14, 2001 for
the subject project and your request dated August 23, 2012 and received by this office on
October 1, 2012 to perform maintenance dredging of Mason Inlet and Mason Creek on Figure
Eight Island, New Hanover County, North Carolina. You have requested authorization to
perform the fourth maintenance dredging event of the Mason's Inlet system, and shoreline
restoration of the south end of Figure "8" Island.
The referenced DA permit authorized the relocation of Mason Inlet, excavation of Mason
Creek, construction of a sediment basin, and renourishment of the southern end of Wrightsville
Beach, including maintenance activities for thirty years. In accordance with special condition (3)
of this permit, your request to perform any maintenance must include a written report
indentifying the need for the maintenance event. Your request to perform maintenance dredging
includes hydraulic dredging of 372,970 cy from Mason Inlet, Mason Creek, and the AIWW and
disposal of this material onto 7,500 if of beach within the approved nourishment area. This
maintenance dredging is needed due to extensive shoaling of the inlet and the AIW W.
Your request to perform maintenance dredging of Mason Inlet and Mason Creek and
disposal of this dredged material onto Figure Eight Island is hereby approved. You are reminded
that special condition (2) requires that all work be conducted between November 15u' and March
30`I' of any year. In addition, with regard to special condition (12) it is recommended that you
contact the North Carolina Wildlife Resources Commission prior to any work on the beach to
ensure your project does not impact any listed Federal endangered species.
All other conditions of your Department of the Army permit shall remain in full force and
effect. The expiration date of your permit shall remain December 31, 2031.
