Good morning Martin.
The plans received yesterday depict the proposed basin construction and how it will tie into receiving waters. The plans
show the depth of the basin will be less than the receiving waters, slightly tapered from the back of the basin to the
front and will not dredge within the canal itself.
The NCWRC therefore has sufficient information to review the proposal and does not think the proposal will have
significant impact on aquatic and / or PNA resources as long as the activity of dredging the basin occurs between
October 1—February 14 (observance of the February 15— September 30 PNA moratorium).

Just today, I received a revised application drawing for the proposed boat basin at 262 Dogwood Trail in Southern
Shores (attached).
The revised drawing depicts a 27-foot (max) by 28-foot bulkheaded basin that will slope gentlytowards the canal
(2.5 feet to 3.Ofeet) and will be no deeper than the nearest canal depth of 3.5 feet.

Does the current design address those concerns laid -out in your February 12, 2024 email and, if so, is it OK to
issue a General Permit at this time?

Thank you for the inquiry Martin.
The information provided does not quite give adequate information. In the past, there have been some allowances for
upland basin cuts if they weren't going to cause a degradation to water quality or aquatic resources. There can be no
dredging within the PNA (the canals are designated PNA). The drawing states the water depth in the canal is 3'-4', but it
doesn't show depths. I've been in those canals, and some of them do not have those depths. Even if they do, I caution
against the general "3'-4" depths for the basin, it needs to be more specific and more shallow than the connecting
waters to promote flushing in a narrow canal system. Perhaps-2.5'to -3'. To further minimize potential water quality
impacts, the jet -ski could be over the canal to reduce the basin cut. If after the depth information is received and there
are adequate depths, in -water work should adhere to a February 15 — September 30 moratorium.

We have received an application for excavation of a new boat basin in a canal that connects to Ginguite Creek (see
attached application drawing). The project is located at 262 Dogwood Trail in Southern Shores. Attached is an aerial
photo showing the location of the project in relation to the canal and its connection to Ginguite Creek.
