This correspondence is with reference to the request you submitted to modify State Permit No.108-17, which was
originally issued to Bald Head Island Club via Express permitting on September 11, 2017, for re -configuration of
the club layout and amenity updates. State Permit No. 108-17 is due to expire on December 31, 2024.
As proposed, a 10 ft. by 20 ft. (200 sq. ft.) pergola and 6 ft. wide x 80 ft. long handicap wooden accessway would
be installed to access the croquet greens within the 180 ft. ocean hazard setback (see Drawings C1 & C2). The
original Letter of Refinement for sod installation to restore the original croquet green within the Phase 1A project
area was issued on 3/15/23. (attached).
Upon review of the information provided, the Division of Coastal Management has determined that the proposed
action continues to be consistent with existing State rules and regulations and is in keeping with the original
purpose and intent of the permit. I hereby submit this Letter of Refinement authorizing the modification of State
Permit #108-17, as described in your request dated August 4, 2024. By copy of this letter we are notifying State
Stormwater of our action. Please note this refinement does not alleviate the need to obtain any other local, state
or federal permits.

Setback from Static Line, between permitted Crouquet Greenswards
Dear Ms. MacPherson:
This Letter Of Refinement request is submitted on behalf of the Bald Head Island Club for CAMA
Permit 9108-17 Bald Head Island Club. Per 3-15-23 Letter of Refinement, it was affirmed/clarified
that the 9-11-17 permit then existing croquet greensward in the setback at the front of the club at South
Bald Head Wynd/Salt Meadow Trail Club Entrance Road would be re-sodded/or re -seeded and two
additional 125'x105' croquet greenswards would be built west adjacent, and likewise sodded or
planted with croquet quality grass. We now are requesting to build a setback allowable 200 sf pergola
between the first and second greenswards.

Note that to comply with the FENA AE9 Flood Zone + 1' VBHI freeboard, we plan to build the
pergola deck at 10 FMSL. This will require appx 70 if of 6' wide ptsyp wood walkway/handicap 2:12
slope ramp. This walk/ramp is not indicated in the above masterplan sketch but is on my Cl & C2
LOR dwgs, seal dated 8-4-24.I also indicate a new 6" VBHI water main/hydrant between the
greenswards.
C 1 is the site area at 1 "=50' scale on 11 x 17, and C2 is the immediate pergola/ramp area at 1 "=20'
scale on 11 x 17.
I have indicated that the pergola structural piles to be 8x8 ptsyp with a minimum of 8' embedment and
the ramp/rails to be 6x6 ptsyp with min 4.5' embedment. And per our longstanding acknowledgement,
my pergola and ramp are shown as engineering rectangles. The aesthetics people, i.e. the architect and
Club committees, will undoubtedly style it nicer than I have shown on my Cl and C2 drawings, and
also include steps down to the greenswards.
Note that this request does not include the indicated master plan road/parking. That will be submitted
after stormwater Approval. We plan to start the croquet greenswards grading soon now that we are after
Labor Day, and would like to get the pergola piles driven and the water main installed prior to final
grading/grassing.
