BISER Secretary TANCRED MILLER Director Island Marina Enterprises, LLC. c/o Dennis Barbour 620 St. Joseph St. Carolina Beach, NC 28428 Sent via email to dennisbarbour(o)icloud.com Dear Mr. Barbour, NORTH CAROLINA Environmental Quality August 19, 2024 This is with reference to the request received by Bryan Hall, Field Representative, to refine State Permit No. 15-16, which was issued to Island Marina Enterprises, LLC. on January 27, 2016, that includes the expansion and maintenance excavation of an existing basin at 620 St. Joseph St., adjacent to the Carolina Beach Yacht Basin, in Carolina Beach, New Hanover County. A Letter of Refinement was issued November 18, 2021 for the installation of two boat lifts in existing slips. The permit has been renewed multiple times since issuance. State Permit No. 15-16 is due to expire on December 31, 2028. The action proposed in your request consists of bulkhead repair work to the northern bulkhead in an area where tie backs have broken allowing the bulkhead wall to bulge waterward as explained in the request dated received by DCM on August 15, 2024 and the drawings dated received by DCM on August 8, 2024. The repair work would consist of adding an two rows of additional whalers to the existing wall and to install 17 new pilings between the existing floating dock and bulkhead wall to allow for the installation of 17 "manta ray" style tie backs to realign the portion of the bulkhead that had begun to fail. All work is proposed within the authorized marina footprint and there is no proposed change to the existing float docks or boat lifts. Upon reviewing the information provided, the Division of Coastal Management has determined that the proposed action is consistent with existing State rules and regulations and is in keeping with the original purpose and intent of the permit. This Letter of Refinement authorizes the modification of State Permit No. 15-16 as described in the request dated received by DCM on August 15, 2024 and the drawings dated received by DCM on August 8, 2024. Please note this refinement does not alleviate the need to obtain any other local, state or federal permits. The request is to allow repair of our North Bulkhead that appears to have broken tie backs that is allowing the top of the bulkhead to drift inward in 2 locations. The bulkhead wall is constructed with the Vinyl type sheets currently used today. It is in good condition and will not require replacing. Additional Whaler bands, Manta Ray tiebacks and pilings will be installed as indicated on the drawing. The repair will stop the drift inward of the Bulkhead top, realigning the bulkhead and reinforce the full length of the bulkhead. Please let me know if you need any further information.
