I have looked into this matter, but have not been able to find any record of why such misdirection was provided to you. I can only apologize for this untimely delay in the processing of this application, and take whatever actions I can personally to try to see that this matter will be attended to as expeditiously as possible. I am sending your application to the attention of our Major Permits Coordinator, Mr. Doug Huggett, by express mail today, under cover of the enclosed Memo. Mr. Huggett has indicated that he will do what he can to try to get this addressed quickly. If I can be of any other assistance to you, please do not hesitate to contact me. September 1,2004 David S.Neff RE: Currituck County Southern Park Minor Modification for CAMA Major Permit#124-03 Dear Mr. Sampson: I had been working with Ed Harrell on this project. The March 11,2004 to Ed requests a Letter of Refinement from CAMA Permit#124-03 for some proposed project changes including boat ramp approach,gazebo changes and reductions and a reduction in walkways. Originally when I brought these proposed changes up to Ed,he anticipated that a Minor Modification would be necessary. Later,Ed said that the proposed changes could be done under a Letter of Refinement. The request for this refinement is the subject of my March 11,2004 letter. Ed contacted me this past Monday,August 30,2004 and told me that the Refinement was never issued and that he felt that a Minor Modification would be necessary. I was informed that a$100 check was necessary and Ed also requested that an overlay of the currently proposed versus proposed layout would be helpful. I have included the$100 check which was previously written on March 11,2004 before being told that a Letter of Refinement could be done. I have also included an overlay(I "xIT')and three copies of the complete permitted site plan and the complete proposed site plan dated 3/10/04. The proposed bulkhead associated with the project is not intended to change. It will remain at 419 linear ft in the same alignment and will be constructed in the same manner that is permitted. The permitted site plan includes four six-sided covered gazebos whereas the current site plan proposes two rectangular gazebos and one open slotted wood observation deck(platform). There continues to not be any proposed roofed area proposed within the 30 ft buffer. The proposed concrete boat ramp and associated pier design is not proposed to change, however,the asphalt approach to the boat ramp has changed somewhat due to changes of the associated parking, driveways and boat loading/unloading zone. All other park layout changes outside of the AEC are also shown on the site plan such as ball field and walking path configuration. The total proposed impervious surface within the AEC 7,411 sq.ft(20.3%)as opposed to the 4,976 sq. ft.(13.6%)currently permitted. The increase in impervious area is due to the increased asphalt approach to the boat ramp that provides a better boat loading/unloading scenario. I hope Ed having retired doesn't confuse anything with this project. I have just been trying to keep it simple and supply anything that is needed to get this done,but Ed had been busy with other projects. I have periodically called about this project to remind him that we were still waiting on issuance. Please process this information and let me know if anything else is needed. The park will provide all of the same amenities and will continue to adhere to Coastal Area Management Act(LAMA)rules and guidelines for the areas within the 75 ft Area of Environmental Concern(AEC). The enclosed site plans accurately depict the current proposed project at build-out. I have also enclosed a copy of the permitted CAMA site plans under CAMA permit #124-03 for comparison. The proposed bulkhead associated with the project is not intended to change. It will remain at 419 linear ft in the same alignment and will be constructed in the same manner that is permitted.
